(NLDO)- Working with the Prime Minister, the leaders of Da Nang City proposed to urgently grant slots to Emirates Airlines. The Civil Aviation Authority has responded to this.

The Civil Aviation Authority of Vietnam has just reported to the Ministry of Transport about confirming slots (parameters for coordinating take-off and landing times) and granting flight permits for Emirates Airlines (EK) to operate to Da Nang International Airport.
Accordingly, on December 27, 2024, the Civil Aviation Authority of Vietnam received a request from EK to confirm the 2025 Summer flight schedule slot with landing/takeoff times at Da Nang International Airport of 14:50/16:55 UTC (ie 21:50/23:55 local time) to operate the Dubai-Bangkok-Da Nang-Bangkok-Dubai route.
After receiving EK's slot confirmation request, the Civil Aviation Authority of Vietnam based on the slot coordination parameters for international flights and found that the 23-hour slot (from 23:00 - 23:55) on the slot system had reached the parameter limit.
Therefore, the Civil Aviation Authority of Vietnam's request to confirm the take-off slot for EK at 23:55 local time was not approved (previously, the Civil Aviation Authority also refused to grant slots at this time for Air Macao-China and Eastar Jet-Korea).
In addition, the Civil Aviation Authority of Vietnam has reviewed the closest time slots before and after the 23:00 slot as requested by EK, namely the 00:00 slot and the 22:00 slot. However, the 00:00 slot on the slot system has also reached its parameter limit, so the Authority has chosen to request the airline to adjust the take-off time to the 22:00 slot (from 22:00 to 22:55).
To determine the specific departure time for EK's flight within the 22:00 time slot, the Civil Aviation Authority of Vietnam discussed with Da Nang International Terminal Investment and Operation Joint Stock Company (AHT) to determine information on the current status of the arrangement of passenger check-in counters for international flights departing at 22:00 and adjacent time slots; and the need to use EK's counters. AHT responded to the arrangement of check-in counters for EK's flight and proposed the flight's estimated departure time to be 22:15 local time.
Based on the information reported and proposed by AHT, the Civil Aviation Authority of Vietnam assessed that the flight's expected take-off time at 22:15 local time was consistent with the infrastructure and operational practices of airlines at 22:00. On January 7, 2025, the Civil Aviation Authority of Vietnam sent a telegram requesting EK to adjust the flight's take-off time to 22:15 local time.
On the same day, January 7, EK sent a telegram agreeing to the flight's take-off time of 22:15 local time as requested by the Civil Aviation Authority of Vietnam. At the same time, the airline also requested the Authority to add the flight's landing and take-off time according to the initial request sent on December 27, 2024 to the waiting slot list.
Currently, the Civil Aviation Authority of Vietnam has completed the slot granting for EK since January 7; completed the transportation rights granting for EK since January 24, 2025, so that the airline can complete the application for a flight license according to regulations. During the above process, the Authority has not received any information related to the request for a slot granting for EK from the agencies of Da Nang City.
The Civil Aviation Authority of Vietnam will issue a flight permit to EK after the airline submits a complete application on the Public Service Portal and the electronic one-stop information system of the Ministry of Transport (flight permit issuance time does not exceed 7 working days).
In case the 23:00 local time slot has another airline returning the unused slot or adjusting the slot to another time slot according to regulations, the Civil Aviation Authority of Vietnam will adjust the slot for EK according to the airline's initial request sent on December 27, 2024.
Previously, on the evening of February 9, Prime Minister Pham Minh Chinh worked with the Standing Committee of the Da Nang City Party Committee to resolve recommendations and help the city overcome difficulties.
At the meeting, Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, proposed to urgently deploy a cargo warehouse and expand terminal T1, and grant slots for Emirates airline to fly to Da Nang airport.
After listening to Da Nang's proposal, the Prime Minister requested the Civil Aviation Authority of Vietnam to immediately grant Emirates airline a flight slot to Da Nang airport, to avoid lobbying, and to fight negativity and corruption.
