Pursuant to Decision No. 18/2022/QD-TTg dated August 2, 2022 of the Prime Minister, Loc Ha district (Ha Tinh) is eligible to propose the Central Government to consider and recognize the district as meeting new rural standards.

On the morning of December 25, Permanent Vice Chairman of the Provincial People's Committee Nguyen Hong Linh chaired a meeting to discuss and vote on the proposal to consider and recognize Loc Ha district as meeting the new rural standards in 2023.

Up to now, Loc Ha district's application for consideration and recognition of meeting NTM standards is complete according to regulations. Notably, Loc Ha is the first district in Ha Tinh to consider and recognize NTM standards according to the new set of criteria with many high requirements and targets.

In the past time, the entire political system and local people have agreed and taken drastic measures to implement the criteria. As a result, 11/11 communes in Loc Ha district have met the new rural standards; 2 communes Mai Phu and Thach Chau have met the advanced standards; Loc Ha town has met the civilized urban standards. Loc Ha district has met 9 district-level criteria as prescribed.

Chairman of the Provincial Fatherland Front Committee Tran Nhat Tan: In recent times, Loc Ha district has focused on overcoming shortcomings and limitations. However, to better serve the assessment and evaluation work of the Central Government as well as ensure sustainable NTM, it is recommended that the locality continue to implement related tasks.

Loc Ha district has conducted surveys on people's satisfaction in 82/82 residential areas in 11/11 communes of the district, reaching a rate of 100%. The total number of households participating in the survey on satisfaction is 16,575/21,045 households, reaching a rate of 78.75%. The results of the survey on people's satisfaction (according to the survey on people's satisfaction) for questions 1 to 9 reached an average rate of 98.75% of surveyed households satisfied; the rate of people satisfied with question 10 reached 99.08%.

Loc Ha District People's Committee has ensured balanced resources to complete the criteria in building the district to meet NTM standards in 2023.

From December 4, 2023 to December 17, 2023, the Provincial People's Committee widely announced the draft Report on the results of document examination and the level of meeting NTM standards in 2023 for Loc Ha district on the Provincial Radio and Television Station, Ha Tinh Newspaper, and the Provincial Electronic Information Portal.

Standing Vice Chairman of the Provincial People's Committee Nguyen Hong Linh, Chairman of the Provincial Fatherland Front Committee Tran Nhat Tan and delegates participated in the vote.

Discussing at the meeting, delegates basically agreed with the report results and Loc Ha district is qualified to propose the Central Government to consider and recognize the district as meeting NTM standards.

Voting results, 100% of votes agreed to the proposal to recognize Loc Ha district as meeting NTM standards.

Standing Vice Chairman of the Provincial People's Committee Nguyen Hong Linh requested the Provincial New Rural Office and the Department of Agriculture and Rural Development to continue completing the dossier to request the Central Government to consider and recognize Loc Ha district as meeting the new rural standards. At the same time, focus on implementing the next steps to soon propose and evaluate Ky Anh district as meeting the new rural standards; complete the dossier and organize a meeting to evaluate and consider the recognition of the new rural standards of commune-level types; prepare well for the work of summarizing and evaluating the results of the implementation of the new rural program and the directions and tasks in the coming time; urgently organize the assessment and classification of 4-star OCOP products.

Requesting departments and branches to focus on implementing specialized contents in building new rural areas. Agencies in charge of the field focus on coordinating to remove difficulties, urging to accelerate the disbursement of capital sources under national target programs. Urging and directing localities to review and update criteria for building new rural areas to ensure compliance with the new set of criteria for the period 2021-2025.
