On October 15, the State Appraisal Council issued an official conclusion on the Pre-Feasibility Report of the North-South high-speed railway project submitted by the Ministry of Transport. According to the Appraisal Council, the Pre-Feasibility Report submitted this time has many adjustments such as determining the high-speed railway for passenger and freight transport (instead of just passenger transport), increasing the axle load from 17 tons/axle to 22.5 tons/axle, increasing the total investment from 58 billion USD to 67.34 billion USD, reducing the investment progress by 10 years...

The Appraisal Council has requested the Ministry of Transport to focus on reviewing and completing a number of contents such as total investment, technical design, transport demand forecast, etc. Regarding the total investment, the Council requested to review on the basis of correct and sufficient calculation, while clarifying the ability to mobilize and balance capital for the project. Regarding the operating speed, the Ministry of Transport needs to explain in detail the technical requirements of the route with a design speed of 350km/h in the operation of container ships. At the same time, the Pre-Feasibility Report needs to clarify the ability to localize and master high-speed railway technology; clarify the feasibility of implementing the project according to the set schedule; orient urban planning associated with public transport (TOD)... The conclusion of the Appraisal Council was made in the context of urgently completing the pre-feasibility report to submit to the National Assembly. The Council requested the Ministry of Transport to promptly receive and explain as much as possible the issues raised in the appraisal report, complete the pre-feasibility report and send it to the Ministry of Planning and Investment before 12:00 on October 16. It is expected that the standing body of the State Appraisal Council will complete the appraisal results report and submit it to the Council Chairman for signature and submission to the Government on October 17.
The pre-feasibility study report for the North-South high-speed railway project is prepared by the Ministry of Transport. The consultant for the report is the TEDI - TRICC - TEDIS consortium. According to this report, the project is designed as a double-track, 1,435mm gauge, electrified, with a design speed of 350km/h, prioritizing passenger transport and can transport goods, serving national defense when necessary. The total estimated investment is 67.34 billion USD. The Ministry of Transport aims to submit the project investment policy to the National Assembly for approval at the October 2024 session; bid to select international consultants, conduct surveys, and prepare a pre-feasibility study report in 2025-2026.
