Proposal to re-monitor 'child abuse situation'

Reporting at the meeting, Mr. Duong Thanh Binh, Head of the Petition Committee of the National Assembly Standing Committee, said that voters and people are concerned that recently, child abuse continues to occur in many localities such as Gia Lai, Hung Yen, Phu Tho, and especially the child abuse case that is attracting public attention at the Rose Shelter in District 12, Ho Chi Minh City; about the performance images with the appearance of inappropriate symbols of some artists when performing abroad.

From there, the Petition Committee recommends that the Ministry of Public Security strictly handle acts of child abuse and promptly bring cases related to child abuse to trial. The Ministry of Labor, War Invalids and Social Affairs should strengthen inspection, examination and review of child care and nurturing facilities, ensuring compliance with regulations on establishment, organization, operation, dissolution and management of social assistance facilities and other legal regulations on alternative care and nurturing of children in special circumstances; promptly and strictly handle facilities that operate without registration, without a license or do not ensure conditions for child care and nurturing according to the provisions of law and instructions of competent authorities.

Regarding the above issue, Ms. Le Thi Nga, Chairwoman of the National Assembly's Judicial Committee, said that the report reflected the actual problems that are happening. The child abuse case at the Rose Shelter in Ho Chi Minh City and some other localities shows that the situation of child abuse is still complicated.

According to Ms. Nga, the 14th National Assembly has conducted a supreme supervision on child abuse and has a very detailed resolution. But until now, cases still occur occasionally. Therefore, it is proposed that the National Assembly Standing Committee assign the National Assembly's Culture and Education Committee to re-supervise the National Assembly's resolution on supervising the situation of child abuse to report to the National Assembly.

Regarding the above issue, Mr. Le Quoc Hung, Deputy Minister of Public Security, said that in the first 8 months of 2024, 1,198 cases with 1,419 defendants related to acts of child abuse and violence were investigated and prosecuted nationwide. At the same time, 48 cases and 125 subjects were administratively handled, of which the group of acts of child abuse accounted for more than 92%, the rest were child abuse. In the current alarming situation of child abuse and violence, 60% of child abuse and violence cases were caused by relatives, acquaintances, family members or people with personal conflicts. Of which, 188 cases used social networks to get acquainted with children, make friends with children to abuse children.

Recently, cases of child abuse have tended to increase in families where parents are divorced, separated, or remarried, or families where children are sent to relatives or acquaintances for a long time to take care of them. Localities with many cases of child abuse and violence are Hanoi, Thai Binh, Hoa Binh, Binh Thuan, Ho Chi Minh City, Dong Nai, Can Tho, and Lam Dong.

After receiving the news about the child abuse case at Hoa Hong Shelter in District 12, Ho Chi Minh City, the Ministry of Public Security directed the Ho Chi Minh City Police, directly the District 12 Police and local police to promptly intervene. Currently, the District 12 Police are handling the crime report according to their authority. After the results are available, the public will be informed.

Mr. Hung also informed that immediately after the above incident, the Ministry of Public Security issued an official dispatch directing 63 local police departments to coordinate with the Department of Labor, War Invalids and Social Affairs to urgently review and grasp the situation of social assistance facilities, child care facilities both public and non-public. Especially charitable and spontaneous child care facilities in the area. Strictly implement the handling and resolution of crime reports related to child abuse cases. Focus on expanding sources of crime reports from press agencies, people, agencies and organizations for timely verification and investigation. Communicate at the grassroots level about new tricks of this type of crime to improve prevention and combat against crimes of violence and child abuse.

Mr. Hung hereby proposed that the current number of licensed public and non-public social assistance facilities nationwide is 425. However, this number is still very small compared to reality. There are many spontaneous facilities, religious and worship facilities that take care of children in the form of charity and a large number have not been licensed. Localities have not yet grasped and have not had a mechanism to control and inspect these facilities. "It is proposed that the Ministry of Labor, War Invalids and Social Affairs preside over with local ministries and branches to conduct a general survey and review of these facilities to grasp, organize inspections, control, and prevent acts of violence and abuse against children," Mr. Hung said.
