Mekong Delta: 100,000 billion VND invested in agriculture

On October 30, in Can Tho City, the Ministry of Agriculture and Rural Development held a Conference on Investment Promotion in Agriculture and Rural Development in the Mekong Delta. Attending the conference were Deputy Minister of Agriculture and Rural Development, Tran Thanh Nam and leaders of the Mekong Delta provinces.

At the conference, delegates listened to presentations on policies to encourage investment in agriculture, aquaculture, fruit and the trend of green investment in agriculture in the Mekong Delta.

According to the Ministry of Agriculture and Rural Development, in recent years, the Mekong Delta economy has faced many difficulties and challenges in attracting investment in the agriculture and rural development sector, notably: Infrastructure is not yet synchronized, especially the transport, irrigation, electricity, and telecommunications systems; farmers' production level is still low, labor productivity is low; investment incentive mechanisms and policies are still not synchronized, not attractive to investors.

To solve these difficulties and challenges, the Government has issued many policies to encourage investment in the field of agriculture and rural development in the Mekong Delta such as: Land policy - The State leases land for long terms, supports conversion of land use purposes, exempts and reduces land use fees; credit policy: The State supports interest rates, fees and charges for investment projects in agriculture and rural development; science and technology policy: The State supports research and application of science and technology in agricultural production...

These policies have had positive changes in attracting investment in the agriculture and rural development sector in the Mekong Delta. According to data from the Ministry of Agriculture and Rural Development, total investment in agriculture in the Mekong Delta in 2023 will reach about VND 100,000 billion, an increase of 15% compared to 2022.

Some major investment projects in the agriculture and rural development sector in the Mekong Delta in 2023 include: Project to build a 100,000-ton/year rice processing factory in Long An, with a total investment of VND 1,000 billion, implemented by Dong An Food Joint Stock Company; High-tech fruit growing and processing project in Tien Giang, with a total investment of VND 500 billion, implemented by Tien Phong Agriculture Joint Stock Company; High-tech aquaculture project in Ca Mau province, with a total investment of VND 200 billion, implemented by Ca Mau Seafood Joint Stock Company.

These investment projects have contributed to promoting agricultural development in the Mekong Delta, improving productivity and quality of agricultural products, creating jobs and increasing income for people.

The implementation of policies to encourage investment in agriculture and rural development in the Mekong Delta has achieved some positive results. Accordingly, it has attracted large investment capital in this field, contributing to promoting agricultural production and rural development; promoting the application of science and technology in agricultural production, improving productivity, quality and production efficiency. Thereby, creating more jobs and increasing income for people.

However, the implementation of policies to encourage investment in agriculture and rural development in the Mekong Delta still faces some difficulties, specifically: Infrastructure is not yet synchronized, especially the transportation, irrigation, electricity and telecommunications systems. This is an important factor in attracting investment, creating favorable conditions for production and business enterprises. Farmers' production level is still low, labor productivity is low. This is one of the main reasons why the cost of agricultural products in the Mekong Delta is still high, not competitive with agricultural products of countries in the region. Labor efficiency of agricultural enterprises is not high.

Limited market for agricultural products: Agricultural products of the Mekong Delta are mainly consumed domestically, there are not many stable export markets. The capacity of agricultural enterprises to cooperate and develop value chains is still limited. The ability to connect with partners, search for and access market information, technical barriers, and international trade regulations is still limited.

Opinions at the conference said that in order to attract investment capital into agriculture and rural development in the Mekong Delta, it is necessary to focus on improving infrastructure. This is an important factor in attracting investment, creating favorable conditions for production and business enterprises. All levels, sectors and localities need to focus on investing in building and upgrading transportation, irrigation, electricity and telecommunications systems, especially in agricultural and fishery industrial zones and clusters. At the same time, it is necessary to improve the production level of farmers and apply science and technology to production. Localities need to create an open and transparent investment environment to attract domestic and foreign investors.

At the conference, Deputy Minister of Agriculture and Rural Development, Tran Thanh Nam also emphasized: The Mekong Delta provinces need to quickly implement the project of Sustainable Development of 1 million hectares of high-quality rice cultivation, emissions associated with green growth in the Mekong Delta right in the 2023-2023 winter-spring rice crop, on an area of ​​180,000 hectares. At the same time, enterprises in the rice industry must share benefits with farmers on the basis of close links with farmers, cooperatives, etc.
