According to a report by the People's Committee of Bac Kan city, many residential projects in the city are facing difficulties in site clearance and land use rights auction, affecting implementation progress.
In particular, the technical infrastructure project for the residential area at the Construction Group, Pa Danh Group, Huyen Tung Ward has completed site clearance since 2021 and was approved for auction in 2023. However, the two auctions were unsuccessful. According to regulations, the locality must wait 12 months before re-organizing the auction, prolonging the project implementation time.
Similarly, the Central Hill Bac Kan residential area project in group 4, Duc Xuan ward has spent more than 7.4 billion VND on compensation for site clearance but has not been able to implement it because some households have not handed over the land due to problems with land use right certificates.
The Duc Xuan 4 residential area project invested by TNR Holdings Vietnam Co., Ltd. is also facing difficulties due to resettlement issues. Although nearly VND81 billion has been spent on compensation for site clearance, 78/180 resettlement lots have not yet had their plans approved, while the local resettlement land fund is no longer available, forcing the implementation plan to be adjusted.
To resolve these difficulties, the People's Committee of Bac Kan City proposed that the Provincial People's Committee promptly issue a resettlement plan and have a flexible mechanism in land auctions to speed up the implementation of projects. The local government will continue to mobilize people to hand over the land, ensuring the harmonious interests of investors and people.
After listening to the delegates' discussion, the Standing Vice Chairman of the Provincial People's Committee Dinh Quang Tuyen requested the City People's Committee to continue to coordinate with relevant units to find solutions to remove obstacles in site clearance work to ensure the progress of residential area projects. The relevant departments coordinate to resolve related procedures so that the city can soon carry out bidding and auctioning of residential areas.
Specifically, for the Technical Infrastructure Project of the Residential Area, the Construction Group, Pa Danh Group, Huyen Tung Ward, has complied with the regulations on auction but failed, therefore, the Standing Vice Chairman of the Provincial People's Committee requested the city to urgently report specifically to the Provincial Party Committee Standing Committee for information and policy so that the city can carry out procedures for land allocation to interested investors in accordance with regulations.
Regarding the Central Hill Bac Kan residential area project, the City People's Committee does not implement the content of transferring land use rights in the form of dividing and selling plots of land to individuals to build their own houses because it is no longer consistent with the newly issued Housing Law and Business Law. The Standing Vice Chairman of the Provincial People's Committee suggested that the city should consider handling the project according to 2 options: (1) Arrange it into a resettlement area for households to ensure conditions when implementing industrial clusters in the area; (2) Wait for new planning after implementing the merger at the commune and provincial levels.
For the Urban Development Project of Huyen Tung Industrial Cluster Bypass Road, the city continues to urge the Investor to speed up the project progress; mobilize and propagate the remaining households and individuals to receive compensation, support and hand over the site to the Investor. The Department of Agriculture and Rural Development and the City People's Committee proactively guide the Investor to carry out procedures to request the conversion of land use purposes for rice cultivation, forestry, etc., ensuring that the project is implemented on time as committed./.
