Accordingly, Road N5 (National Highway 7C) is invested by the Management Board of the Southeast Economic Zone. According to the original design, the length of the road is 50 km, from Vissai Nghi Thiet port (Nghi Loc) to Do Luong Cement Factory, Bai Son commune (Do Luong). After completing phase 1, about 45 km from National Highway 1A, Nghi Long commune to Do Luong Cement Factory, from 2018, Nghe An will continue to invest in 5 km, phase 2, N5, from National Highway 1A and the North-South railway (Nghi Long commune) to Nghi Quang commune and Cua Lo deep-water port (Nghi Thiet commune, Nghi Loc district); At the same time, the Provincial People's Committee assigned the Department of Transport to be the investor in constructing section N5, about 15 km long from Hoa Son commune to Ky Tan commune, Tan Ky district.
After being allocated capital, the N5 road, about 2 km from Nghi Long commune to Nghi Xa commune, was completed before 2020 and the section from Nghi Xa crossing Provincial Road 536 and the national coastal road in Nghi Quang commune started construction from September 2022 to present.
Phase 2 of N5 road has an investment cost of 739 billion VND, of which nearly 2 km from Nghi Long commune to the intersection with Duc - Thiet road (Nghi Xa commune) has been basically completed, the remaining section of about 3 km, from the intersection of Duc - Thiet road to the coastal road in Nghi Quang commune must be completed this year. This is a project funded by the Central Government, so if it is not completed by December 31, 2023, the capital will be cut.
Learning more, we learned that phase 2 of N5 road is only 5km long, but the construction is constantly interrupted due to difficulties in funding and problems with site clearance. Specifically, at the end of 2022, when the construction reached Khanh Hop and Nghi Quang communes (Nghi Loc), problems arose related to some aquaculture areas that were not compensated or supported according to previous approvals and regulations, but later the households supplemented the legal basis, so they had to submit to the Provincial People's Committee for additional approval.
The representative of the Economic Infrastructure Department, Nghi Loc District People's Committee said: After the Provincial People's Committee decided to support land clearance costs for households, from July 2023 until now, contractors have focused on human resources, vehicles and machinery to construct the remaining 2 km from the Duc - Thiet intersection (Nghi Xa commune) to Provincial Road 536 and connect with the coastal road (Nghi Quang commune, Nghi Loc). Currently, along with urging the N5 road items phase 2, the Management Board of the Southeast Economic Zone is continuing to prepare survey documents to build a National Highway 1A overpass and railway to connect WHA Industrial Park and N5 road phase 1 (National Highway 7C) to Cua Lo port (Nghi Tan commune) and Cua Lo deep-water port (Nghi Thiet commune).
Phase 2 of N5 road is one of the main items of the province's key infrastructure project to connect N5 road (National Highway 7C) and WHA Industrial Park to Cua Lo deep-water port, with a total investment of about 2,000 billion VND including road and North-South railway overpass, Cam River overpass... Currently, along with the construction of the extension of N5 road from Hoa Son commune (Do Luong) to Tan Ky about 20 km, the Management Board of the Southeast Economic Zone is urging the 5 km of phase 2 road, N5, from Nghi Xa commune to Nghi Quang to ensure progress; at the same time, surveying the construction of National Highway 1A overpass and the North-South railway in Nghi Long commune to complete the connection of N5 road (National Highway 7C) with Cua Lo port in Nghi Tan commune and Cua Lo deep-water port in Nghi Thiet commune.
