This afternoon, December 6, Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha chaired the 15th meeting of the State Steering Committee for important national projects and works, key to the transport sector. According to the report of the Ministry of Transport (MOT), at the 14th meeting, Prime Minister Pham Minh Chinh assigned 83 tasks to ministries, branches and localities, focusing mainly on removing difficulties and obstacles, and speeding up procedures for preparing investment projects.

Of these, 33 tasks are regular direction and management tasks, which are currently being actively coordinated and implemented by agencies and units. As for the remaining 50 tasks, 41 have been completed on time; 9 tasks have not been completed, of which 2 have not yet reached the deadline and 7 have expired.

Regarding the implementation of projects, in the past time, ministries, branches and localities have made efforts and proactively overcome difficulties to implement the work, most of the projects are being implemented closely following the set plan. The site clearance work has changed significantly, the area handed over increased by over 20% compared to the 14th meeting.

However, in some projects, the progress is still slow due to problems with the remaining cleared area, which is mainly residential land. The verification of origin and compensation plans are complicated, so the volume in some localities is still very large, not meeting the requirements...

In Quang Tri province, the main route of the Van Ninh - Cam Lo expressway project has been handed over for 32.53/32.53 km, reaching 100%. The relocation of 176/76 households on the main route of the expressway has been completed. Infrastructure construction of 9 resettlement areas has been basically completed and 157 households are building houses in the resettlement areas. It is expected that in December, the site clearance and handover of the project for overpasses and connecting roads will be completed.

At the meeting, delegates focused on discussing and analyzing the causes, difficulties and obstacles, and proposed solutions to implement projects in localities to ensure progress and compliance with legal regulations; especially issues related to compensation and site clearance policies; granting material mines; construction material prices, etc.

Concluding the meeting, Prime Minister Pham Minh Chinh requested ministries, local branches, contractors... based on their functions, tasks, powers and commitments, to actively and proactively complete assigned tasks, speed up the construction progress of works and projects, especially slow-moving projects. Thereby, contributing to promoting public investment disbursement, creating new development space, promoting growth and socio-economic development.

Focus on removing obstacles in site clearance and relocation of technical infrastructure; speed up the progress of granting land and material mines to ensure sufficient reserves and meet the construction progress of projects. Simplify appraisal councils and stipulate the time for each council member to respond to appraisals. Urgently complete the approval of new projects and select contractors/investors according to current regulations, especially PPP projects.

Direct investors and contractors to supplement human resources, machinery and equipment, organize construction in 3 shifts and 4 teams to speed up the progress of projects with low construction volume; complete projects in the 3,000 km list with plans to be completed in 2025, especially projects that are behind schedule.

Prime Minister Pham Minh Chinh noted that the 2025 Lunar New Year holiday is quite long, so contractors are required to have reasonable plans to arrange and schedule construction work; pay attention to visiting and encouraging construction workers at construction sites and projects that will be operating during Tet.
