On the afternoon of September 4, Deputy Prime Minister Tran Hong Ha chaired a meeting with leaders of Lam Dong and Khanh Hoa provinces on the implementation of investment preparation for the three expressway projects Tan Phu-Bao Loc, Bao Loc-Lien Khuong, Nha Trang-Da Lat, in Da Lat city, Lam Dong province.

Calculate investment efficiency carefully

According to a report from Khanh Hoa province, the Nha Trang-Da Lat Expressway Project has a total length of about 80.8 km, of which the section through Khanh Hoa province is about 44 km long, and the section through Lam Dong province is 36.8 km. The completed phase has a scale of 4 car lanes. The design speed is 80-100 km/h. The total estimated investment is about 25,058 billion VND. The implementation period is from 2024-2028.

To minimize the affected forest area, the consulting unit proposed the route and applied solutions such as viaducts, retaining walls, large-span cantilever bridges, tunnel extensions, etc., then the forest area used to implement the project will be reduced from 627 hectares to 502 hectares.

It is expected that after completion, the Nha Trang-Da Lat expressway will shorten the travel time between Nha Trang and Da Lat to 1.5-2 hours compared to the current 3.5-4 hours via National Highway 27C (expected to be fully loaded before 2030).

Leaders of the ministries of Planning and Investment, Agriculture and Rural Development, Transport, and Construction discussed a number of recommendations from localities and investors proposing the project: The proportion of state capital participating in the project, especially the locality's ability to balance; planning and legal basis for project implementation before 2030; the plan to assign Khanh Hoa Provincial People's Committee as the investor; approving the conversion of forest use purposes at the same time as approving the project investment policy; design, construction, and route solutions suitable for the very complex terrain and minimizing the impact on special-use forests in Bidoup-Nui Ba National Park...

The Deputy Prime Minister highly appreciated the determination and efforts of the two localities and investors who proposed the project in preparing to implement an important project connecting the South Central Coast and the Central Highlands provinces, the Southeast region, economic centers, seaports, meeting transportation needs; creating new development space and space...

Emphasizing the importance of the project investment preparation phase, the Deputy Prime Minister assigned the Ministry of Transport to accompany and closely coordinate with the two localities and the project proposal investor during the construction process, completing procedures and documents to submit to the competent authority for approval of the investment policy. Specifically, determining the optimal route, technical design plan, project scale, state capital participation ratio, investment efficiency, etc.

"The project passes through forests, mountains, rugged terrain, and large elevation differences, so it is necessary to solve the "problem" of design, technology, and engineering in construction, ensuring safety, and providing a basis for accurate estimates of construction investment costs," the Deputy Prime Minister noted.

Choose a feasible, effective and practical implementation plan

Also at the meeting, Chairman of Lam Dong Provincial People's Committee Tran Hong Thai reported specifically on the preparation work for two expressway projects, Tan Phu-Bao Loc and Bao Loc-Lien Khuong, which will be implemented under the public-private partnership (PPP) model.

Specifically, the Tan Phu (Dong Nai) - Bao Loc (Lam Dong) expressway project has a total length of about 66 km, of which the section through Lam Dong province is 55 km long. The completed phase has a scale of 4 car lanes. The design speed is 80 km/h. The total estimated investment is about 17,200 billion VND.

Up to now, Dong Nai and Lam Dong provinces have completed the compensation and resettlement support policy framework of the project; supplemented and completed the environmental impact assessment report; made preliminary statistics and calculations of the volume, scope, and area of ​​compensation and site clearance; estimated land fund for resettlement and cultivation; prepared investment in the construction of technical infrastructure projects for residential areas and resettlement; planned and supplemented 7 material mines for highway construction; prepared for replacement forest planting, etc.

For the Bao Loc-Lien Khuong expressway project, the total length is 73.64 km. The completed phase has a scale of 4 car lanes. The design speed is 100 km/h. The total estimated investment is about 19,521 billion VND.

Lam Dong province has carried out procedures to assign investors to propose the project implementation to prepare a feasibility study report; is completing the environmental impact assessment dossier; approving the policy of converting the purpose of forest land use; statistics, calculating the volume, scope, area of ​​compensation, site clearance, technical infrastructure construction; planning, supplementing 11 material mines for highway construction...

Regarding some difficulties in the implementation process, Lam Dong province leaders said that due to the low state capital participation in the project and the lack of a mechanism for sharing revenue increases and decreases, the two projects have not been attractive to investors and credit institutions for loans. Part of the area for implementing the two projects overlaps with the mineral planning.

The total investment for the Tan Phu-Bao Loc expressway project is expected to increase after the investor proposed local adjustments to some sections, increased land use area, and increased compensation, support, and resettlement costs.

"Lam Dong has launched a 140-day competition to complete all investment procedures for these two projects," said Mr. Tran Hong Thai.

Leaders of the ministries: Planning and Investment, Finance, Natural Resources and Environment, State Bank, and a number of commercial banks discussed in detail each proposal of Lam Dong province on the order, procedures, and authority to adjust investment policies; disbursement of state capital for the project; credit allocation plan; handling overlapping mineral planning; selecting locations for dumping waste from construction waste, etc. Especially listening to the opinions of businesses and banks in the process of amending mechanisms and policies to mobilize investment resources from society.

Appreciating the development results of Lam Dong in recent times, the Deputy Prime Minister said that intra-regional and inter-regional transport infrastructure projects play a very important role in exploiting the potential of Lam Dong, the Central Highlands provinces and other regions.

"The investment policy for the two expressway projects Tan Phu-Bao Loc and Bao Loc-Lien Khuong has been approved. The issue is choosing a feasible, effective and practical implementation plan," the Deputy Prime Minister stated.

The Deputy Prime Minister requested Lam Dong province to urgently clarify some changes in the feasibility study report (local adjustment of the route section, land use demand, and area of ​​forest use conversion) to soon implement the project according to the approved project investment policy; coordinate with investors to review and specifically report on difficulties and problems related to proving financial capacity to receive credit support.

The Deputy Prime Minister assigned the Ministry of Planning and Investment to preside over and coordinate with relevant ministries and branches to advise competent authorities on solutions to ensure benefits for investors in transport projects implemented under the public-private partnership (PPP) and build-operate-transfer (BOT) contracts.

The Ministry of Transport urgently issues guidelines for the synchronous design of technical infrastructure works on highways such as rest stops, commercial stations, fuel supply stations, vehicle repair stations, etc.
