(MPI) - Focus on implementing solutions to develop industrial and agricultural production and key sectors; ensure national energy and food security; accelerate national digital transformation, develop digital economy, green economy, circular economy, creative economy, new industries and fields, and high technology. This is one of the tasks assigned to ministries, agencies, and localities by the Government in Resolution No. 233/NQ-CP of the regular Government meeting in November 2024.

Accordingly, the Government assigned ministries, agencies and localities to increase investment attraction for projects to produce import-substituting goods, gradually reducing dependence on foreign basic raw materials and fuels.
Reviewing and promptly handling difficulties in projects producing industrial products and processing industries plays an important role in bringing these projects into operation soon, contributing to increasing production capacity for the economy.
Promote cooperation, organize economic dialogues with comprehensive strategic partners, strategic partners, effectively promote the mechanism of working groups with each enterprise and investor to attract multinational corporations, strategic investors in the fields of semiconductors, artificial intelligence, digital technology, etc.
Increase the allocation of appropriate financial resources for training and research programs to serve human resource development in the core semiconductor and digital technology industries of the industry and locality.
Continue to effectively and substantially implement Project 06 in conjunction with data integration and sharing, forming a digital citizen ecosystem, promoting national digital transformation, creating strong changes in providing online public services, reducing hassles, time, and compliance costs for businesses and people.
In the Resolution, the Government assigned ministries, branches and localities to promote administrative procedure reform, create a favorable business environment; resolutely remove backlogged and weak projects. Accordingly, ministries, agencies and localities must strictly implement the timely, complete and accurate announcement and disclosure of administrative procedures according to regulations; 100% of administrative procedure records must be received and processed on the administrative procedure settlement information system at the ministerial and provincial levels and synchronized with the National Public Service Portal.
Closely coordinate with the Government Office to upgrade the National Database on administrative procedures, ensuring progress and required quality.
Focus on digitalization, complete the construction of national databases, specialized databases to ensure "correct, sufficient, clean, and alive". The Ministry of Public Security speeds up the construction of the National Data Center, put into operation in June 2025.
Continue to be proactive, resolute, and focus on resolving backlog projects, weak businesses, and weak banks.
Focus on reviewing, classifying and proposing mechanisms and policies to remove obstacles, promptly complete and put into use, prevent waste, free up resources, and contribute to socio-economic development./.
