Prime Minister Pham Minh Chinh received Deputy Prime Minister of the Kingdom of Cambodia Neth Savoeun.
Prime Minister Pham Minh Chinh warmly welcomed and thanked the Deputy Prime Minister for leading a high-ranking delegation from the Royal Government of Cambodia to Vietnam and attending the 70th Anniversary of the Historic Dien Bien Phu Victory (May 7, 1954 - May 7, 2024).
Prime Minister Pham Minh Chinh emphasized that the historic Dien Bien Phu victory was a common victory of the three countries of Vietnam, Laos and Cambodia and affirmed that Vietnam always appreciates the valuable assistance of generations of leaders and people of Cambodia and Laos for the revolutionary cause of the Vietnamese people.
The Prime Minister affirmed that Vietnam always gives high priority to consolidating and strengthening the traditional friendship and comprehensive cooperation with Cambodia in all fields, in which the Party continues to orient the bilateral relationship to develop well, on the basis of solidarity, friendship and respect for each other's interests; he said that meetings and exchanges between the Governments, ministries, sectors and localities of the two countries continue to be effective, contributing to promoting the effective and substantive bilateral cooperation.
The Prime Minister affirmed that Vietnam wishes to cooperate closely with Cambodia and other countries in the Mekong River basin in the use, management, protection and sustainable development of the Mekong River on the basis of the Mekong Agreement and regulations of the Mekong River Commission, ensuring the harmony of interests of riparian countries for the sustainable development of the basin and the interests of the people in the basin.
The Prime Minister hopes that the Cambodian side will continue to pay attention to and remove difficulties for people of Vietnamese origin in Cambodia, including creating conditions for Cambodians of Vietnamese origin to stabilize their lives, integrate into the local community, and serve as a bridge of friendship between the two countries; at the same time, creating favorable conditions for Vietnamese enterprises investing and doing business in Cambodia.

The Deputy Prime Minister sincerely thanked and said he would convey the traditional Cambodian New Year greetings and wishes of good health from high-ranking Vietnamese leaders to King Norodom Sihamoni, Queen Mother Norodom Monineath Sihanouk, President of the Senate Samdech Techo Hun Sen, Prime Minister Hun Manet, President of the National Assembly Khuon Sudary and other high-ranking leaders of Cambodia.
Prime Minister Pham Minh Chinh and Deputy Prime Minister Neth Savoeun agreed that the Vietnam-Cambodia relationship has developed strongly in all areas in recent times. The two sides have maintained exchanges of high-level delegations and all levels. Trade cooperation is a bright spot with trade turnover in the first three months of 2024 reaching nearly 3 billion USD, up 14% over the same period in 2023. Security and defense cooperation continues to be strengthened, and people-to-people exchanges are maintained regularly to prevent hostile forces from taking advantage of and sabotaging the relationship between the two countries.
The two sides agreed to continue to increase the exchange of delegations and high-level contacts; coordinate to promote the effective implementation of the agreements reached; promote economic cooperation and connectivity, especially the economy of the Vietnam-Cambodia border area, together aiming for higher trade turnover in the coming years; firmly adhere to the principle of not allowing hostile forces to use the territory of one country to harm the security and interests of the other; and strive to resolve the demarcation and marker planting of about 16% of the remaining border in order to build a border of peace, friendship, cooperation and sustainable development between the two countries.
