Implementing Directive No. 15-CT/TW dated August 10, 2022 of the Secretariat on economic diplomacy to serve national development until 2030, in 2023, economic diplomacy (EDI) has been comprehensively deployed by the Ministry of Foreign Affairs together with ministries, branches and localities. Going into depth, substance, opening up new directions, being breakthrough, making practical contributions to socio-economic development.
Economic content has become the focus of nearly 60 high-level foreign affairs activities since the beginning of 2023. Bringing specific, substantive results and many commitments and economic cooperation agreements with partners. Foreign relations continue to be expanded, the framework of relations with 30 strategic partners and comprehensive partners is consolidated, upgraded and upgraded.
Specifically, the Comprehensive Strategic Partnership has been upgraded with 4 key partners, bringing the total number of Comprehensive Strategic Partnerships to 7 countries. The content of promoting the opening of export markets, increasing the attraction of resources in new fields such as green economy, energy conversion, high-tech agriculture, tourism, labor, etc. is integrated into all high-level foreign affairs activities with major partners in Northeast Asia, Europe, North America, and potential partners in South Asia, Eastern Europe, the Middle East, Africa, and Latin America. The work of mobilizing resources from the intellectual community and proud businessmen has been promoted.
Government leaders, ministries, branches and representative agencies have actively met with foreign corporations to mobilize high-quality investment, develop green economy, promote the resolution of obstacles to ensure a favorable business environment; support localities and enterprises to participate in foreign affairs activities, organize promotional activities, expand markets, mobilize high-quality FDI investment, attract new generation ODA...
International economic integration and linkages have been promoted extensively, contributing to enhancing Vietnam's international position, associated with attracting resources for economic development. Research and strategic advisory work for socio-economic management have been promoted. The coordination mechanism in implementing NGKT has been innovated; training and improving the quality of resources for implementing NGKT have been strengthened.
Regarding the work of NGKT in 2024, the Ministry of Foreign Affairs focuses on 5 key tasks including: promoting the drastic implementation of commitments and agreements reached to make the most of raising, upgrading, and expanding relations with partners to transform into projects with specific results.
Accelerate the renewal of traditional growth drivers, effectively exploit new growth drivers such as: diversifying products to strengthen exports to key markets; promoting investment attraction and technology transfer in strategic areas such as semiconductors, AI, etc.; coordinating tourism promotion with focus and key points, suitable for each market and tourist segment; effectively implementing labor, science and technology cooperation; effectively mobilizing capital in terms of knowledge, investment capital, and the bridging role of overseas Vietnamese to serve the rapid development of the country's socio-economy.
Improve the sensitivity and quality of research and advisory work to serve the Government's socio-economic management. Strongly innovate in coordinating the implementation of NGKT, increase resources for implementing NGKT.

Concluding the conference, Prime Minister Pham Minh Chinh requested that the work of NGKT in 2024 must have breakthroughs with the spirit of innovation in thinking, creativity in strategy, unity in perception and action; opportunities must be seized, obstacles must be removed, solutions must be breakthroughs; implementation must be drastic, effective and sustainable.
Prepare early, have programs, plans, and specific content for foreign affairs activities, especially high-level foreign affairs with economic content as the focus.
Seriously implement the commitments, achieved results, and signed high-level cooperation agreements; at the same time, focus on thoroughly removing obstacles and backlogs in cooperation with partners.
Strengthening export momentum to traditional markets such as the US, China, Japan, etc.; penetrating and expanding potential markets with much room for growth through negotiating and signing new FTAs; participating more deeply in the global value chain.
Strengthen international cooperation to build and develop the Halal industry and ecosystem, contributing to opening up large markets of Muslim countries.
Promote the transmission of the Government's message and strong commitment to efforts to improve institutions and the investment environment, ensuring favorable conditions for investment and business activities of foreign enterprises in Vietnam.
Continue to advise Government leaders to contact and dialogue with large foreign enterprises.
Attracting large technology corporations to establish R&D centers, contributing to the formation of a high-tech and innovative ecosystem in Vietnam; attracting investment and developing strategic fields such as semiconductors, AI, hydrogen, etc.
Promote the mobilization of resources from 6 million overseas Vietnamese, Vietnamese intellectuals and experts abroad.
Sharp in research and consulting, especially emerging trends and issues affecting socio-economic development and growth drivers of Vietnam.
