According to information from the Investment Electronic Newspaper - Baodautu.vn , the Ho Chi Minh Road Project Management Board has just submitted a document to the Ministry of Transport requesting appraisal of the Pre-Feasibility Study Report of the Investment Project to build and expand the North-South Expressway in the East, Cam Lo - La Son section.
The project has a research scope with the starting point - Km0 (Cam Lo), coinciding with Km10+380, National Highway 9, in Cam Hieu commune, Cam Lo district, Quang Tri province; the end point - Km102+200 (La Son), coinciding with the starting point of La Son - Hoa Lien Expressway Project, in Loc Son commune, Phu Loc district, Thua Thien Hue province.
The length of the route under the Project is about 98.35 km (of which the length of the route through Quang Tri province is about 36.3 km, Thua Thien Hue is about 62.05 km).
The Cam Lo - La Son Expressway in the phased phase will be put into operation from 2023. Of which, for the sections with a scale of 2 lanes, the roadbed width is 12 m, the road surface width is 11 m; the excavated sections have a scale of 2 lanes with a roadbed width of 23.25 m, the road surface width is 11 m. The overtaking sections have a scale of 4 lanes, the roadbed width is 23.25 m, the road surface width is 21.25 m. Particularly, the Tuan bridge route has a scale of 4 lanes, the roadbed width is 23 m, the road surface width is 21.5 m.
The route also has 38 bridges, of which 4 bridges have been completed with a complete 4-lane scale, and 34 bridges with a 2-lane scale.
Based on the current status of the route, the Ho Chi Minh Road Project Management Board recommends maintaining the technical standards and current route centerline that have been researched and built in the Cam Lo - La Son section investment and construction project under the North - South East Expressway Construction Project in the period of 2017 - 2020, implementing investment in expanding the roadbed and works on the route, intersections according to the scale of a complete 4-lane expressway with a roadbed width of 22 m and a road surface width of 20.5 m.
The project also invests in expanding 34 bridges on the expressway to ensure the scale of 4 complete expressway lanes. Of which, 23 bridges are expanded on both sides (each side is 5m wide) with bridges running on the same center line in the completion phase, 11 bridges are built with 1 new unit (with a width of 11.25m) for bridges with offset center lines in the completion phase, the width of the bridge deck is 24m (including the distance between 2 units of 1m).
The project will invest in the complete construction of an intelligent traffic system with the construction of a route management center; a vehicle load inspection system, arranging U-turn locations at the highway entrances; an ITS system, and a vehicle weighing station for the La Son - Hoa Lien and Hoa Lien - Tuy Loan expressways.
Because the Cam Lo - La Son expressway has basically completed the site clearance work according to the scale of a complete 4-lane expressway. Therefore, in this phase, the Project only carries out additional site clearance for proposed investment intersections, management and operation centers, connecting roads, turning points at weighing stations and the system of residential service roads, and residential connection return roads.
With the above investment scale, the North-South Expressway Expansion Project in the East, Cam Lo - La Son section will have a total investment of about 7,000 billion VND, of which construction and equipment costs alone are 5,437 billion VND. The project implementation period is from 2024 to 2025.
The Ho Chi Minh Road Project Management Board plans to invest in the project from the state budget, with a preliminary capital disbursement demand of VND 1,700 billion in 2024, VND 5,000 billion in 2025, and VND 300 billion in 2026.
The investment in the construction and expansion of the North-South expressway in the East, Cam Lo - La Son section (according to the planning of the Ho Chi Minh road) aims to implement the policy of building the Ho Chi Minh road; gradually complete the North-South expressway in the East with large capacity, high speed, meeting transportation needs; connecting economic and political centers in the key economic region of the Central region.
