From September 21, General Secretary and President To Lam and a high-ranking Vietnamese delegation attended the Future Summit, the 79th United Nations General Assembly, and worked in the United States. General Secretary and President To Lam's working trip continued to show the image of a dynamic, proactive, responsible and effective contributory Vietnam, which was highly appreciated by the international community.
Effective cooperation
Vietnam joined the United Nations on September 20, 1977. The UN's support for Vietnam initially focused on post-war reconstruction and humanitarian assistance. Immediately after joining the UN, Vietnam won the consensus and support of member countries so that the 32nd session of the UN General Assembly (1977) passed Resolution 32/2 calling on countries and international organizations to provide aid and assistance to Vietnam in post-war reconstruction.
On the other hand, we have also taken advantage of the UN's assistance in terms of capital, intelligence, and technology to serve the country's socio-economic development. Realizing that Vietnam's economic and development context is changing rapidly, the UN has expanded its support to strengthening institutions, policies, social protection, health, education, agriculture, etc.
The UN is working with Viet Nam to scale up the achievements of the UN Sustainable Development Goals (SDGs) and support Viet Nam’s other development priorities, focusing on four strategic areas: Investing in people; Ensuring climate resilience and environmental sustainability; Promoting prosperity and partnership; and Promoting justice, peace and inclusive governance. With significant UN support, Viet Nam issued the National Action Plan for the Implementation of the 2030 Agenda for Sustainable Development in 2017, the first Voluntary National Review (VNR) in 2018 and the list of 158 nationalized SDG indicators (VSDG indicators) in January 2019.
The UN is working with the Government of Viet Nam to strengthen the integration of the SDGs into the next five-year Socio-Economic Development Plan (2021-2025) and 10-year Socio-Economic Development Strategy (2021-2030).
In the 2017-2021 period, the two sides completed the Joint Strategic Plan between Vietnam and the United Nations under the One UN Initiative, which was signed in July 2017 to support the Government of Vietnam in implementing the Socio-Economic Development Plan for the 2016-2020 period and the SDGs. Vietnam has now approved the National Cooperation Programs between Vietnam and the United Nations Development Programme (UNDP), the United Nations Population Fund (UNFPA) and the United Nations Children's Fund (UNICEF) for the 2022-2026 period and the Vietnam-UN Sustainable Development Cooperation Framework for the 2022-2026 period.
Vietnam's contributions to the United Nations
Over the years, Vietnam has continued to actively participate in the UN's joint efforts to address regional and international peace and security issues and promote human rights. Vietnam actively participated in negotiating and signing the 2018 Treaty on the Prohibition of Nuclear Weapons and was the 10th country to ratify the treaty.
In the field of UN peacekeeping, Vietnam has sent 493 military officers to UN peacekeeping missions in South Sudan, the Central African Republic and the Department of Peacekeeping at the UN headquarters; deployed 4 rounds of the second field hospital at the Mission in South Sudan and a team of engineers at the Mission in Abyei (a disputed area between South Sudan and Sudan); is one of the countries with the highest proportion of women among the countries sending troops.
Vietnam has also proactively and increasingly substantially contributed to the activities of the United Nations, including promoting the role of the United Nations and multilateralism, promoting respect for the UN Charter, international law, equal relations, development cooperation between countries and the right to self-determination of peoples, opposing acts of oppression, invasion, and unilateral embargoes in international relations; participating in the discussion and adoption of many important resolutions and declarations of the United Nations on development cooperation, disarmament, anti-proliferation of weapons of mass destruction, anti-terrorism, and ensuring human rights.
Notably, at the 26th Summit of the Parties to the United Nations Framework Convention on Climate Change (COP26) in 2021 in Scotland, UK, Prime Minister Pham Minh Chinh made a commitment to achieving net zero emissions by 2050, joining the Global Commitment to Reduce Methane Emissions, the Glasgow Leaders' Declaration on Forests and Land Use, the Declaration on Transition from Coal to Clean Electricity and the Global Alliance for Adaptation Action.
With its contributions, Vietnam has been elected to many important positions and agencies of the United Nations and has made many marks in agencies such as: Non-permanent member of the UN Security Council (term 2008-2009, 2020-2021), member of the Board of Governors of the International Atomic Energy Agency (IAEA) 2021-2023, the Universal Postal Union (UPU) Operations Council 2022-2025, Vice President of the 77th UN General Assembly (September 2022 - September 2023); executive and professional agencies of the United Nations Educational, Scientific and Cultural Organization (UNESCO), the United Nations Human Rights Council 2023-2025 term, etc.
