
According to the report of the Ministry of Natural Resources and Environment, after 2 months of implementing the Land Law, the law has initially come into effect, contributing to the continued innovation and improvement of institutions and policies, and the improvement of the effectiveness and efficiency of land management and use. The Government, ministries and branches have focused all resources to promptly develop detailed regulations and implementation guidelines: Promptly issuing 10 Government Decrees, 1 decision of the Prime Minister, 6 circulars of the Ministry of Natural Resources and Environment, and the Ministry of Finance. To date, 47/63 provinces and cities have issued a number of documents detailing the implementation of the Land Law.
Regarding the implementation of the Housing Law 2023 and the Real Estate Business Law 2023, the Prime Minister has issued 5 Decrees and 1 Decision detailing and guiding the implementation; the Ministry of Construction has also issued 2 circulars and 2 decisions detailing and guiding the implementation of these 2 laws; 12 localities have issued documents detailing...
In Dien Bien province, the total number of contents that must be issued with detailed regulations for the implementation of the Land Law is 36 contents (of which 2 contents are under the authority of the Provincial People's Council and 34 contents are under the authority of the Provincial People's Committee). The Provincial People's Committee approved the issuance of 3 contents; has drafted and submitted to the Provincial People's Committee for consideration and approval, awaiting approval of 15 contents; and is drafting and collecting appraisal opinions on 18 contents.
Regarding the Housing Law and the Real Estate Business Law, the Department of Construction has drafted 6 contents of the Decision and collected opinions from units, expected to submit to the Provincial People's Committee for consideration and approval in October 2024; 5 contents are being implemented and expected to be completed in the first quarter of 2025.
Deputy Prime Minister Tran Hong Ha requested localities to clarify the causes and responsibilities for the delay in issuing decisions within their authority. The extent of the impact of the laws on socio-economic development in the area; the mobilization of land resources, the operation of the real estate market; the implementation of housing mechanisms and policies... localities need to clearly propose difficulties and obstacles that need to be removed and resolved by the Prime Minister and ministers. Ministries and branches must have the responsibility to join hands to guide localities to remove and resolve. For localities, it is necessary to speed up further to complete the issuance of documents implementing the Land Law, Housing Law, and Real Estate Business Law, meeting the urgent and necessary requirements of life.
