List of certificates exempted from high school graduation exam in foreign language

The Ministry of Education and Training provides detailed regulations on foreign language certificates that are exempted from exams in the recognition of high school graduation.

According to the High School Graduation Exam Regulations from 2025, candidates with one of the foreign language certificates as prescribed are exempted from the foreign language exam in the consideration of high school graduation recognition.

In the list of 20 foreign language certificates announced by the Ministry of Education and Training in the regulations, there are 12 English language certificates, the rest are Russian, French, German, Japanese and Chinese language certificates.

Candidates with one of the certificates in the above list or foreign language certificates recognized by the Ministry of Education and Training as equivalent to the 6-level Foreign Language Proficiency Framework for Vietnam (level 3 or higher) and valid until the date of exam registration will be exempted from the foreign language exam in the 2025 high school graduation recognition consideration.

The regulations for high school graduation exams from 2025 have a new point related to foreign language certificates. Specifically: in the 2025 high school graduation exam, although foreign language certificates will continue to be used to be exempted from the exam in the graduation recognition consideration, they will not be converted into 10 points as in the 2024 exam.

The Ministry of Education and Training believes that this method continues to encourage foreign language learning but aims for greater fairness in graduation. For example, previously, students with an IELTS 4.0 certificate were also converted to a score of 10, just like students with an IELTS 8.5 score.

The 2025 high school graduation exam is the first exam under the 2018 General Education Program, scheduled to take place at the end of June 2025. To participate in the exam, each candidate must take 4 subjects, including 2 compulsory subjects (math, literature) and 2 optional subjects.

This exam plan was announced by the Ministry of Education and Training from the end of 2023. The Ministry also issued the exam structure format and reference exam questions for all graduation exam subjects in a direction suitable for assessing students' abilities.
