On the morning of June 9, the Party Committee and People of Hoang Phu Commune (Hoang Hoa) solemnly held a ceremony to celebrate the 70th anniversary of the Party Committee's founding (June 10, 1954 - June 10, 2024); launch the book History of the Commune Party Committee (reprint); celebrate the 25th anniversary of the commune being awarded the title of Hero of the People's Armed Forces (June 11, 1999 - June 11, 2024).

Attending the ceremony were comrades: Le Duc Giang, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Chu Pham Ngoc Hien, former Deputy Minister of Natural Resources and Environment; Nguyen Sinh Xo, former Director of the Department of Drug and Crime Prevention, Vietnam Border Guard; leaders of Hoang Hoa district and a large number of cadres, party members and people of Hoang Phu commune.

Previously, Hoang Phu commune belonged to the larger Hoang Thanh commune. In June 1954, Hoang Thanh commune was divided into 3 communes: Hoang Thanh, Hoang Dong and Hoang Phu. Phan Thanh Party Cell was also directed to be divided into 3 Party Cells. On June 10, 1954, Hoang Phu Commune Party Cell was officially established, comrade Truong Van Cuong, Sao Vang village was the first Party Cell Secretary of the commune. Since then, June 10 has become the traditional day of the Hoang Phu Party Committee and People, which is also a great premise to gather the strength of generations of Hoang Phu people into a unified block, moving forward in the common historical flow of the nation.

The first task after establishing the Hoang Phu Commune Party Cell was to lead the people to heal the wounds of war, fill in trenches, remove fences and stakes along the Cung River and Lach Trao estuary, repair damaged houses, and stabilize the people's lives... In May 1961, the Hoang Hoa District Party Committee decided to establish a Party Cell with 6 subordinate Party cells.

After 70 years of construction, development and growth, the Party Committee of Hoang Phu commune has led the people to overcome many difficulties and challenges, defeat natural disasters and enemies, and fight with the whole country to gain and maintain power; contribute greatly to the resistance wars to save the country, and achieve very proud achievements in the cause of building and defending the Fatherland. Of which, the commune has 1,625 young people joining the army, 169 youth volunteers, 650 frontline laborers, and 680 militiamen. From 1965 to 1975, the commune contributed to the State nearly 1,000 tons of rice, more than 1,000 tons of food, not to mention the on-site contributions to the army and State agencies located in the area. The whole commune has 191 martyrs, 61 wounded soldiers, 28 sick soldiers, and 128 people with meritorious services...

From the above contributions, Hoang Phu commune has been recognized by the Party and the State with many noble awards: 50 soldiers were awarded the titles "Brave American Destroyer", "Brave Victory Soldier", 643 people were awarded Orders and Medals of various types by the State; 16 mothers were awarded the title "Heroic Vietnamese Mother"; 2 Second Class Military Exploit Medals, 2 Certificates of Merit from the Government, 2 Certificates of Merit from the Ministry of the Interior, 4 rotating flags of Military Region IV, thousands of certificates of merit and emulation flags of the province, certificates of merit from the district; 10 consecutive years as a determined victory unit. On June 11, 1999, the commune was awarded the noble title "Hero of the People's Armed Forces" by the Party and the State. That was a bright milestone in the history of the commune, brightening the patriotic tradition, the revolutionary tradition of the Party Committee and the people of Hoang Phu commune.
In 2019, Hoang Phu was recognized by the Chairman of the Provincial People's Committee as a commune meeting new rural standards; in 2020, the Provincial Party Executive Committee awarded the Emulation Flag for Clean and Strong in the period 1996 - 2000. By 2024, the whole commune had 2 villages recognized as model new rural villages, the new rural appearance in the direction of "Bright - green - clean - beautiful" has returned to the coastal countryside.
After 70 years of construction and development, from the first 77 party members, by the end of 2023, the Party Committee had 234 party members, operating in 13 affiliated party cells. The quality of the Party organization has been increasingly improved. The work of organizing cadres is carried out seriously, openly and democratically; the team of young, dynamic cadres is trained and fostered in expertise and profession, dares to think, dares to do, and is arranged in accordance with their capacity and qualifications. As of May 2024, 83 comrades have been awarded the Party badge, including 1 comrade awarded the 75-year Party membership badge. The Party Committee has been recognized as a clean and strong Party Committee for many consecutive years.
On this occasion, Hoang Phu commune launched the book History of the Commune Party Committee for the period 1954-2024 (reprint). The book's content records key events about the land, people, and specific typical events in the operation of Hoang Phu commune through revolutionary periods; drawing useful and practical lessons to strongly promote the old patriotic and revolutionary traditions in the renovation period. At the same time, it is a gratitude for the contributions, dedication and sacrifices of generations of cadres, party members and people for the glorious revolutionary cause of the Party. The book aims to educate patriotism and revolutionary traditions for generations who are always proud of their homeland Hoang Phu.

Speaking at the ceremony, Comrade Doan Thi Hai, Standing Deputy Secretary of Hoang Hoa District Party Committee, emphasized: Hoang Phu is a land rich in historical, cultural and revolutionary traditions. Over 70 years of construction and development, Hoang Phu Commune Party Committee has gradually affirmed its leadership role, leading the revolutionary movement to overcome numerous difficulties and challenges, continuously developing, making worthy contributions to the victories of the struggle for national liberation, building and defending the Fatherland.
The Standing Deputy Secretary of the Hoang Hoa District Party Committee requested the Party Committee and People of Hoang Phu Commune to continue focusing on building a clean and strong Party Committee and political system. Pay attention to and create favorable conditions for investors to exploit potentials and advantages to serve socio-economic development, actively shift the labor structure, promote the development of industry, trade services, and utility services.

Focus on developing OCOP industries and products in line with market demand and craft village tourism to promote products to people across the country. In addition, it is necessary to mobilize State resources, promote socialization in attracting investment, attracting resources to maintain and continuously improve the criteria of new rural areas, advanced new rural areas, model new rural areas, associated with rural urbanization. Economic development must go hand in hand with cultural development, progress and social justice. Pay attention to preserving traditional cultural values. Pay attention to developing healthcare, education, and taking care of people's spiritual life. Do a good job of hunger eradication, poverty reduction, and social security, especially for policy families, meritorious people, and disadvantaged people in society...
