This has led to difficulties for localities in Bac Kan province in implementing policies to develop ethnic minority areas, the disbursement rate of national target programs (NTPs) is low, and many targets are not achieved as planned.


Difficult to implement programs on ethnic development

As a mountainous province, Bac Kan currently has a population of more than 326,500 people, ethnic minorities account for more than 88%, all districts and cities have at least over 75%. However, Bac Kan province currently does not have a district-level specialized department to implement the National Target Programs for Socio-Economic Development of Ethnic Minorities and Mountainous Areas (NTDP).

The district-level Ethnic Affairs Office in Bac Kan was abolished from January 1, 2018, in accordance with Project 03 of 2017 of the Bac Kan Provincial Party Committee on the arrangement, consolidation and streamlining of staff in districts and cities of Bac Kan province. The Ethnic Affairs task was transferred to the Office of the People's Council - People's Committee of the district, assigned to 1 office staff with specialized duties.

From 2021 to present, localities have implemented 9 projects and many sub-projects of the National Target Program on Ethnic Minorities and Mountainous Areas, with many implementation contents, large budgets and many investors. Therefore, in addition to 1 full-time officer, the People's Committees of the districts assigned the task to 1 more leader of the Office to monitor the Ethnic Minority Sector.

According to the report on ethnic work of the People's Committees of districts sent to the Ethnic Minorities Committee of Bac Kan province in September 2024, it shows that the implementation of the National Target Program for Ethnic Minorities and Mountainous Areas is limited, not meeting the goals and ensuring the plan. There is a common point explained by the localities that there is no specialized department to perform the task, the task of assigning cadres to concurrently monitor the ethnic minority sector, but the workload is large, the nature of the work is complicated, related to finance...

According to Mr. Dao Duy Hung, Chairman of Pac Nam District People's Committee: In the long term, it is recommended that Bac Kan Provincial People's Committee consider establishing an Ethnic Affairs Department and assigning staff to the district to directly advise on ethnic affairs and the National Target Program for Ethnic Minorities and Mountainous Areas. Thereby promoting efficiency in organizing the implementation of tasks and directly deploying projects to the people.

Ms. Ma Thi Cu, Vice Chairwoman of Ba Be District People's Committee, said: In order to effectively perform the functions and tasks of ethnic work in Ba Be district in the current period and the following period, it is recommended that competent authorities consider re-establishing the district-level Ethnic Affairs Department.

To implement the National Target Program on Ethnic Minorities and Mountainous Areas in 2024, the entire Bac Kan province was assigned more than 422 billion VND. In addition, more than 8.9 billion VND was transferred from 2022 and nearly 47.2 billion VND was transferred from 2023. Resources are focused on supporting housing, residential land, production land, domestic water and job conversion for people...

According to the latest report (November 8) of the Department of Planning and Investment of Bac Kan province, the whole province has disbursed more than 260 billion VND for the ethnic and mountainous area program, equivalent to 62%. Of which, the central budget has disbursed nearly 250/400 billion VND assigned (reaching 63%); the provincial budget disbursed 10.9/23.2 billion VND (reaching 23.2%).

Evaluating the National Target Program for Ethnic Minorities and Mountainous Areas for the 2021-2025 period, Bac Kan province has achieved and exceeded many targets, such as: the rate of communes with car roads to the commune center; villages and hamlets with hardened car roads; solidly built health stations; clean and hygienic water; universal education...

However, many very important targets were not completed as planned. Specifically, the poverty rate in ethnic minority areas decreased (targeted to decrease by 3.5%/year, but in 2021 it only decreased by 1.48%, in 2022 it decreased by 2.66% and in 2023 it decreased by 2.76%), using national grid electricity, lack of production land (the task was to support 314 households, the result was 0 households), lack of residential land (the task was to support 127 households, the result was 7 households).

The Provincial Ethnic Committee frankly pointed out the limitations, that is, the National Target Program for Ethnic Minorities and Mountainous Areas is a new program, the guiding documents are not yet synchronized, so the implementation progress is slow, the disbursement rate is low, especially the career capital source; The propaganda and dissemination of ethnic policies and programs and projects are sometimes not timely; The work of monitoring, synthesizing and evaluating the program is still limited; the quality of reporting information is not complete, does not ensure progress, does not fully reflect the inadequacies and difficulties affecting the general direction and management.

Ms. Trieu Thi Thu Phuong, Head of the Ethnic Minorities Committee of Bac Kan province, said that there is no district-level Ethnic Minorities Department to carry out ethnic affairs, which limits the implementation of development policies for ethnic minority and mountainous areas, leading to low efficiency. The provincial Ethnic Minorities Committee, together with the People's Committees of the districts, has proposed to the Provincial Party Committee, the Provincial People's Council, and the People's Committee of Bac Kan province to re-establish the district-level Ethnic Minorities Department, which is currently being considered by the province's advisory agencies.
