Most of the loan customers have stable jobs abroad, with a good income, contributing significantly to poverty reduction in the locality.

The policies to support loans for working abroad under contracts at the Social Policy Bank have contributed to creating jobs and opening up opportunities to work abroad for workers from ethnic minorities, poor and near-poor households, etc., creating conditions for workers to have stable jobs and incomes. During their time working abroad, workers will improve their skills, practice discipline, accumulate experience and improve their knowledge. When returning home, they will have a certain amount of capital to invest in production and business - something that is difficult to do if they do not work abroad.

According to data from the Transaction Office of the Social Policy Bank in Cu Mgar district, Dak Lak province, from the beginning of 2023 to now, it has lent capital to 11 workers to work abroad with an amount of 1,089 million VND. The outstanding balance of the loan program for working abroad is 1,806 million VND with 23 customers still in debt. The Social Policy Bank has supported and helped workers access loans quickly and conveniently, meeting the borrowing needs of workers to work abroad under contracts. The loan policies at the Social Policy Bank for working abroad have helped policy households improve their lives and escape poverty. The loan capital of the program has been well received and supported by the people, contributing significantly to poverty reduction in the locality, contributing to improving the socio-economic efficiency of the locality.

He said: "In early 2018, I was notified that I had been selected to work in Japan, first I had to complete the procedures to learn the language, learn a trade, and then fly to Japan in the middle of the year. My family's economy was very difficult at that time, my parents had to sell a pair of cows so that I could complete the procedures and enroll in school in Quy Nhon. After the training period, I was accepted by a Japanese company to work in construction. But thinking about the money I still had to worry about completing the procedures, the money I still owed the training center, the airfare, ... the amount of more than 50 million, made me worried. I had already sold my cows, now I can only get money by selling my land, but if I sell my land, what will my parents and siblings do at home, what will they have to live on, the whole family is living off of that 3 acres of land. I shared my difficulties with everyone in the family and relatives, luckily my uncle Y Khep Eban, who is in charge of the Savings and Loans group, told me that the district Social Policy Bank has a program to lend money to go abroad to work.

After meeting the bank staff to guide me through the loan procedures, I felt relieved. Then I was approved for a loan of 50 million VND, which was enough for me to work with peace of mind when I arrived, with the hope that I would earn money not only to pay off my debt but also to build a new house, and save more so that after returning home, I would have a source of income to build an economy for myself and my family. After only half a year, I had paid off all the money I owed my relatives and the bank. I did not want to be in debt, because thinking about my debt still made me very worried, so I told my parents to pay off the debt first. Paying off all my debts gave me more motivation to work in a foreign country.”

Talking with Y Vuon, I felt like I could see the immense joy in his eyes and smile, which made me happy too. Y Vuon also shared that he had just gotten married at the end of last year, and his wife, who was also his lover, had waited for him the entire time he was in a foreign country. So now, in addition to the farm, garden, pond, and barn he had built with the money he earned from working abroad, he has a house, a wife, and is about to have a child. For him, that is complete right now.

In Cu Dlie M'nong commune, Cu Mgar district, Dak Lak province, many households have also received timely "support" from preferential loans for overseas labor export to work abroad and have a stable life. For example, Mr. Y Yin K'doh (Ede ethnic group) in November 2020 received a disbursement of 90 million VND to go to Japan to work in the agricultural processing sector; with a good income, he gradually paid off the loan and saved for his family.

Identifying the overseas labor loan program as a major policy of the Party and State to create jobs, increase income for people, and contribute to poverty reduction in the locality, the Transaction Office of the Social Policy Bank of Cu M'gar District has recently resolved procedures to support workers in need of loans. From 2020 to present, this unit has disbursed more than 1.5 billion VND to 16 customers borrowing overseas labor loans in the markets of Japan, Korea, etc.

In the coming time, the Transaction Office of the Social Policy Bank of Cu M'gar District will continue to participate, integrate into conferences of functional agencies, propagate and disseminate so that people understand and grasp new information about loan sources for working abroad; at the same time, deploy loans promptly according to regulations, and effectively inspect and supervise the effective use of loans by workers who have borrowed capital...

On April 27, 2023, the Provincial Party Standing Committee issued Program No. 39-CTr/TU on implementing Directive No. 20-CT/TW dated December 12, 2022 of the Secretariat on "Strengthening the Party's leadership in sending Vietnamese workers to work abroad in the new situation". Accordingly, the Provincial Party Standing Committee requested to strengthen propaganda and education to raise awareness of Party committees at all levels, authorities, Party members, workers and the whole society about the role and importance of sending Vietnamese workers to work abroad; research and implement vocational training in line with the needs of the foreign labor market; build a suitable labor market information system; improve the capacity, effectiveness and efficiency of state management of sending workers to work abroad; Strengthen inspection, supervision and evaluation of the implementation results of this work in the area.
