The 4th Congress of Ethnic Minorities of Ngoc Lac District

On the afternoon of June 20, Ngoc Lac district organized the 4th Congress of Ethnic Minorities (EM) of Ngoc Lac district in 2024. Attending the congress were Major General Tran Phu Ha, member of the Provincial Party Standing Committee, Director of the Provincial Police Department; representatives of leaders of provincial departments, agencies and branches.

Over the past 5 years, the Party Committee, government and ethnic minorities of Ngoc Lac district have promoted the tradition of solidarity, strived to compete, strived, overcome difficulties and challenges, and achieved important results. The great national unity bloc (ĐĐKTDT) has been constantly consolidated and promoted; ethnic minorities have successfully completed the goals of the Resolution of the 3rd Congress of Ethnic Minorities in 2019.

The economy has always achieved a good growth rate, the average growth rate of production value in the period of 2021-2023 reached 4.69%; of which, in 2023 it increased by 5.04%, ranking first among mountainous districts and 7th in the province. The scale of production value in 2023 reached 9,739 billion VND, ranking second among mountainous districts. The structure of production value of economic sectors has shifted in a positive direction. The average income per capita of the whole district is currently 50.24 million VND/person/year; the whole district has 17/20 communes meeting new rural standards...

Performance at the Congress.

The cultural and social fields have many progressive changes. The cultural and spiritual life of ethnic minorities in the district has been improved. Security has been maintained, social order and safety have been ensured; the work of building the Party and the political system has had positive changes.

Speaking at the Congress, on behalf of the provincial leaders, Major General Tran Phu Ha, Member of the Provincial Party Standing Committee, Director of the Provincial Police Department congratulated and commended the achievements and results that the Party Committee, government and ethnic minorities in the district have achieved in the past time.

Regarding the tasks in the coming time, the Provincial Police Director requested Party committees at all levels, authorities, Fatherland Front, organizations and people in the district to continue to promote propaganda and dissemination of the Party's guidelines and policies, the State's laws on ethnic affairs, making all levels, sectors and people clearly aware and resolutely fight against all plots of "peaceful evolution" and causing division in the ethnic minority bloc by hostile forces; constantly raise revolutionary vigilance, firmly consolidate the ethnic minority bloc.

Launch widely campaigns and patriotic emulation movements associated with studying and following Ho Chi Minh's ideology, morality and style to promote the will of self-reliance, self-improvement and development aspirations among the people. Step up propaganda and mobilize ethnic minorities to actively participate in effectively implementing the National Target Programs. Synchronously and effectively implement solutions to implement the Ethnic Work Strategy for the period 2021 - 2030, with a vision to 2045 and ethnic policies to mobilize all resources for investment in socio-economic development in the area in the direction of focused, key and widespread investment. Focus on developing agriculture and forestry, considering this as the foundation and an important condition for sustainable development; invest in developing socio-economic infrastructure, especially in particularly difficult communes, villages and hamlets.

Focus on developing industry and handicrafts, focusing on promoting the development of agricultural and forestry processing industry, garment, construction material processing and exploitation... Synchronously develop service industries; diversify and improve the quality of tourism products, especially cultural tourism, resort, spiritual tourism, community tourism, associated with preserving and promoting indigenous cultural values, traditional festivals, folk games and performances... Promote connections with other tourist destinations and areas inside and outside the province.

Pay more attention to cultural and social fields, ensure social security. Synchronously implement solutions to improve the quality of comprehensive education. Do a good job of taking care of people's health. Promote the movement of the whole people uniting to build a cultural life; propagate and mobilize people to preserve and promote good traditional cultural values, practice a civilized lifestyle. Maximize resources to restore, embellish and promote the unique cultural, historical and spiritual values ​​of relics and scenic spots in the area.

Implement well human resource development policies for ethnic minority areas. Pay attention to planning, training, fostering, arranging and using ethnic minority staff appropriately. Promote vocational training associated with job creation for ethnic minority people, especially youth union members.

Promote the mass movement to protect national security. Strengthen and improve the quality of the political system associated with building strong, comprehensive, safe and self-governing communes, villages and hamlets; promptly detect signs of insecurity and disorder in the area...

The Congress elected a delegation to attend the 4th Congress of Ethnic Minorities in Thanh Hoa Province in 2024; and approved the Congress Resolution.

On this occasion, the Chairman of Ngoc Lac District People's Committee awarded Certificates of Merit to outstanding individuals among ethnic minorities in the period 2019-2024.
