Da Huoai focuses on building a strong and comprehensive Party

In recent times, the Party Committee of Da Huoai District has attached importance to the work of building the Party politically, focusing on improving the capacity to concretize resolutions at all levels to ensure that they are consistent with the practical situation of the locality, thereby contributing to consolidating a comprehensively strong political system.

Da Huoai District Party Committee regularly opens political theory training classes for party members to participate in.

Da Huoai District has 23 administrative units, including 18 communes and 5 towns. Currently, the entire district Party Committee has 70 grassroots party organizations with 6,188 party members. Faced with opportunities and advantages intertwined with difficulties and challenges, the district Party Committee has demonstrated high solidarity and unity in building political determination, with many specific solutions through the development and promulgation of specialized resolutions, action programs, and specific, accurate, and highly feasible implementation plans; focusing on innovation, improving the quality of political and ideological work, enhancing the leadership capacity and fighting strength of Party organizations and party members; improving the effectiveness of government management and administration, and building a contingent of basic cadres to meet the requirements in the new situation.

Comrade Nguyen Quy My - Secretary of Da Huoai District Party Committee said that in recent times, the Party building work in politics has been given importance by the District Party Committee, focusing on improving the capacity to concretize resolutions at all levels to ensure that they are in line with the practical situation of the locality. On the basis of correct understanding, grasping the Party's viewpoints and policies, the State's policies and laws, and forecasting development trends, the District Party Committee, the Standing Committee, and the Standing Committee of the District Party Committee have closely followed the resolutions, directives, and conclusions of the 13th Central Committee, the 11th Provincial Party Committee, and the Resolution of the 9th District Party Congress, to concretize them into resolutions, programs, plans, and conclusions to ensure timeliness, closeness to the practical situation and the overall planning of the district, associated with innovation in the leadership method of the Party Committee in the spirit of "5 clear" including: clear work, clear solutions, clear implementers, clear time, and clear effectiveness.

During the term, the Da Huoai District Party Committee promptly added 1 breakthrough development program and 2 key projects to focus on leadership and implementation. Up to now, the District Party Committee has issued 13 resolutions, including 7 thematic resolutions; 10 action programs and 8 plans to implement the Provincial Party Committee's action program. Before being issued, the documents were all thoroughly discussed by the Standing Committee and the Executive Committee, demonstrating high political determination in organization and implementation. Therefore, most of the policies and resolutions of the District Party Committee are highly feasible and effective in practice.

In the process of leadership, direction and implementation, the District Party Committee always adheres to the guiding ideology of comprehensive and synchronous development in politics, economy, culture, society, national defense, security, environment, building human culture and Party building, building the apparatus in the political system, creating comprehensive and sustainable development.

In addition, the District Party Committee, the Standing Committee, and the Standing Committee of the District Party Committee promptly led, directed, and continued to organize and implement the organization of the Party apparatus and the streamlined political system, operating effectively and efficiently in accordance with the spirit of the resolutions, conclusions, regulations, and decisions of the Central and the province. The awareness and responsibility of Party committees and organizations at all levels regarding the policy of innovation, perfecting the apparatus, and improving the efficiency of the political system have been raised. Strictly manage the recruitment work, carry out the transfer work internally and between the blocs, between the district and commune levels. Timely consolidate, perfect, and arrange Party organizations in accordance with the provisions of the Party Charter, meeting the requirements of leadership, direction, and implementation of local political tasks. Up to now, grassroots Party organizations, administrative agencies, public service units, and state-owned enterprises have implemented the policy that the Party Committee Secretary is also the head of the agency or unit. At the commune and town level, 8/9 Party Committee Secretaries are also People's Council Chairmen; 1/9 Standing Deputy Secretaries are also People's Council Chairmen; 1/9 Party Committee Secretaries are also People's Committee Chairmen.

Along with that, implementing Conclusion No. 18-KL/TW of the Secretariat on continuing to promote the implementation of Directive No. 10-CT/TW, Instruction No. 12-HD/BTCTW of the Central Organizing Committee, the plan, regulations of the Provincial Party Committee and the guidance of the Provincial Party Committee's Organizing Committee on improving the quality of Party cell activities in the new situation, the Standing Committee of the District Party Committee has promptly developed a plan to organize conferences with the nature of seminars, thematic and in-depth seminars on improving the quality of Party cell activities. The Da Huoai District Party Committee has established 15 working groups of the District Party Committee to monitor, guide and advise on activities with village and residential group Party cells and attend monthly activities with Party Committees and grassroots Party cells, thereby significantly improving the quality of Party cell activities.

In order to contribute to the innovation of the Party's leadership method at the grassroots level, the District Party Committee has assigned the Party Committee Secretary to directly disseminate the Party's resolutions and regulations, combine study with the development of resolutions, programs, and plans to concretize implementation with focus, key points, and breakthroughs, close to the situation and characteristics of the locality, agency, and unit; assign specific tasks, time, and implementation roadmap; and at the same time direct the government, the Fatherland Front, and socio-political organizations to develop specific plans for focused implementation. Pay attention to training and fostering to improve the qualifications and working capacity of the contingent of cadres, party members, civil servants, and public employees, and build a strong government and people's organizations.
