On May 27, the General Department of Taxation said that after receiving comments from the Vietnam Timber and Forest Products Association and a number of businesses about difficulties in handling VAT refund dossiers for exported wood and wood products, the General Department of Taxation quickly summarized the results of handling VAT refund dossiers in this field in 63 provinces and cities.

From January 1, 2022 to May 17, 2023, the tax authority has processed 4,760 tax refund applications, equivalent to a refund of VND 19,100 billion. The tax authority rejected 44 applications, equivalent to the requested refund of 310 billion VND, due to missing documents, incorrect forms, and insufficient procedures...

The number of refund requests that have not been resolved by the tax authority is 199, equivalent to the refund request of VND 1,119 billion, accounting for 4.18% of the total number of refund requests that the tax authority has resolved (199/4,760 requests). Through reviewing the tax sector's data on businesses trading in wood and wood products, 6,712 businesses have abandoned their business addresses and 897 businesses have temporarily suspended operations. In particular, 24 businesses involved in the case have been prosecuted and investigated for the crime of illegal invoice trading.

In 2022 and the first 5 months of 2023, the tax authority transferred the files of 9 enterprises directly requesting VAT refunds for wood and wood products to the police agency for coordination in investigation and verification (excluding intermediary enterprises selling goods to tax refund enterprises). The reason is that enterprises show signs of using fake invoices for tax refunds, enterprises purchasing goods from enterprises with high tax risks...
