The total number of households approved according to the 47 plans mentioned above is 1,172 households (1,223 plots); 1,094 households have received money, the remaining 78 households have not received money (Binh Quy commune accounts for 62 households, Binh Tri 10 households, Binh Lanh 6 households). As of October 30, 2024, Thang Binh has handed over 13.6/17.4km of land length (78.2%).

Along with that, the district publicly announced the compensation plan for 167 plots of land with the amount of 4.5 billion VND. However, due to the lack of time for public posting, the compensation plan has not been approved.

On October 25, 2024, the Provincial People's Committee issued Decision No. 31 promulgating regulations on compensation, support and resettlement when the State acquires land in Quang Nam province (effective from November 10, 2024). Therefore, the Thang Binh Land Fund Development and Industry - Service Center (the unit responsible for compensation and site clearance) coordinated with the communes to organize pricing and public posting, and collect opinions from households according to regulations.

Regarding the technical infrastructure on the route, the lighting system has been relocated. The electricity project has 20 towers in the section passing through Binh Quy commune and is continuing to mobilize people to agree on the location for relocation.

Regarding the clean water system, Thang Binh Water Supply and Drainage Enterprise (the unit that relocated the water system) coordinated with Thang Binh Land Fund Development Center and Industry - Services and the construction unit to relocate about 300/1,500m in length.

Thang Binh District will arrange resettlement for households whose land is cleared to the resettlement area of ​​Group 3 and 4, Quy Thanh Village (Binh Quy Commune). For this resettlement area, on October 15, 2024, the District People's Council issued Resolution No. 36 on adjusting the project investment policy. On October 21, 2024, the consulting unit supplemented the entire Environmental Impact Assessment Report dossier to the Department of Natural Resources and Environment for appraisal. The Department of Natural Resources and Environment is reviewing and checking the dossier to issue a decision.

Regarding the electricity of the resettlement area, the Project Management Board - Urban Area of ​​Thang Binh District has sent an official dispatch to Quang Nam Electricity Company to agree on the design documents of the low-voltage power line. The Board is waiting for the company's response to have a basis for implementing the next steps.

Regarding the railway overpass (Binh Quy commune), the approved design according to the land clearance line has 59 households (63 plots) affected. The locality said that currently, 50 households (54 plots) have documents that are eligible for compensation; of which 45 households (48 plots) have approved the compensation plan with the amount of more than 10.5 billion VND.

Of the 45 households mentioned above, 8 households (9 plots) have agreed to receive the money; 37 households (39 plots) have not agreed because the compensation price is low, many households have opinions that opening an overpass will limit the value of the land plot and make it difficult to trade and do business.

Regarding the railway overpass, Thang Binh district added that, except for the 45 households that have approved the above compensation plan, the locality is publicly organizing the approval of 3 households (4 plots); the other 9 households (9 plots) are being completed by Binh Quy commune to submit documents for land recovery.

For the remaining 2 households (2 plots), the local authorities have worked with Mr. Doan Van Hung's household to sign the inventory record; as for Ms. Huynh Thi Mai's household, although the property has been inventoried, the household has not yet agreed to sign the record. The authorities have explained that in case the household does not sign the records, they will advise on re-issuing the notice of land recovery and mandatory inventory.
