On October 3, 2023, the Office of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue issued Official Dispatch No. 40 on proactively responding to storm KOINU in the northeastern sea of the Philippines.
Pursuant to Official Dispatch No. 368/VPTT dated October 3, 2023 of the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control on proactively responding to storm KOINU in the northeastern sea of the Philippines.
According to the Ninh Binh Province Hydrometeorological Station, at 1:00 p.m. on October 3, the center of storm KOINU was located at about 21.1 degrees North latitude; 124.8 degrees East longitude, in the sea northeast of Luzon Island (Philippines). The strongest wind near the center of the storm was level 15 (167-183 km/h), gusting to level 17, moving northwest at about 10 km/h.
To proactively respond to the developments of storm KOINU, the Office of the Provincial Steering Committee for Natural Disaster Prevention and Control requests units to implement the following contents:
1. Closely monitor the developments of storm KOINU, review and notify vehicles and ships operating at sea to proactively avoid and not enter dangerous areas (dangerous areas in the next 24-48 hours are north of latitude 20.0N; east of longitude 117.0E and are adjusted in forecast bulletins).
2. Check forces, materials, and means, and be ready to deploy rescue work when situations arise.
3. Ninh Binh Provincial Hydrometeorological Station updates storm situation, warnings, and timely information on the developments of storm KOINU to units for proactive response.
4. Ninh Binh Radio and Television Station, Ninh Binh Newspaper, and mass media increase broadcasting time, information, and communication about storm developments to authorities at all levels, owners of means of transport operating at sea, and people to proactively prevent and respond.
5. Organize on-duty seriously and regularly report to the Office of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue.
