Accordingly, the Provincial Police Department receives the functions and tasks of state management of network information safety and security from the Department of Information and Communications; the functions and tasks of the Hai Duong Provincial Drug Rehabilitation Center from the Department of Labor, War Invalids and Social Affairs; the functions and tasks of state management of testing and granting of road motor vehicle driving licenses from the Department of Transport; the functions and tasks of state management of judicial records and the implementation of public services of granting judicial records from the Department of Justice.

The task of state management of criminal records and implementation of public services of issuing criminal records is transferred to the Provincial Police, in order to ensure accuracy and timeliness in providing criminal records information to individuals and organizations.
Transferring the state management task of testing and granting driving licenses for road motor vehicles to the police will help unify management, improve the quality of training, testing and granting driving licenses, and contribute to reducing traffic accidents.
The handover of state management tasks on network information security and safety will strengthen network security and safety, ensuring information security in the context of digital transformation and international integration.
