Previously, from different localities, 5 subjects including Lu Yu Wen, Fan Fei, Lui Xiao Bing, Ha Jia Long and Zou Wen Jie gathered in Dai Tan, Chongzuo, Guangxi province, China to illegally enter Vietnam and then find their way to other countries such as Cambodia and Thailand.

On October 30, the group traveled to Ban Gioc Waterfall Scenic Area, located in Dam Thuy Commune, Trung Khanh District, Cao Bang Province, Vietnam. There, three Vietnamese people took the group along an open trail, onto a wooden raft, and crossed the river to enter Vietnam.

After entering Vietnam, the group was picked up by Vietnamese people and transported by car to the interior. When they arrived at Phu My district, Binh Dinh province, they were discovered and stopped by the functional forces of Binh Dinh Provincial Police.

At the police station, the Chinese citizens confessed to all their crimes. Notably, during the verification and investigation process, the authorities discovered that among the five Chinese citizens, Lu Yu Wen was a wanted person by the Chinese police.

On November 28, the Director of Binh Dinh Provincial Police Department issued decisions to administratively sanction the above subjects for the act of "Crossing the national border without completing exit and entry procedures according to the provisions of law". The main penalty is a fine of 4 million VND/case, and the additional penalty of deportation is applied.
