Early implementation of site plan
The Gia Nghia - Chon Thanh Expressway is approximately 124km long, of which the section passing through Dak Nong province is approximately 23km long, entirely in Dak R'lap district. The project is implemented in the form of public-private partnership (PPP), with a total investment of VND25,540 billion.
Dak Nong Provincial People's Committee assigned Dak R'lap district to be the investor of the component project on site clearance. Immediately after that, the district established a Steering Committee for project implementation headed by the District Party Secretary.
Dak R'lap district has established working groups to inspect, propagate, and appraise... The government has issued a plan to propagate, mobilize, and provide information related to compensation and site clearance to localities where the expressway passes through.
Immediately after receiving the main route design information, Dak R'lap District People's Committee directed departments and offices to update the general planning. The district reviewed and counted the project's impact area to report and coordinate during the project implementation process.
According to the latest preliminary review, the route is about 23km long and will pass through 3 communes: Kien Thanh, Dak Sin and Dak Ru. Dak R'lap district has identified 715 land plots with an area of about 288ha that need to be recovered. It is expected that 205 households will be eligible for resettlement.

Currently, the work of mobilizing people to hand over the land has initially achieved many positive signals. According to the People's Committee of Dak Ru commune, through propaganda, people in the area where the expressway passes through are very in agreement and ready to cooperate. In Dak Ru commune, there is no illegal construction pending compensation.
At two intersections between the expressway and provincial road 5 (Km3+200 in Kien Thanh commune and Km30+900 in Dak Ru commune), site clearance is considered favorable.
Dak R'lap District People's Committee is actively propagating and implementing land recovery procedures, mobilizing people to hand over the site first.
At the end of February 2025, Chairman of Dak R'lap District People's Committee Nguyen Quang Tu signed and issued a plan to implement the component project on site clearance for the Gia Nghia - Chon Thanh Expressway. This plan aims to create unity in direction and management so that the project can be implemented to ensure the approved progress.
In this plan, Dak R'lap district has specified the content and progress of implementation for each work item. Dak R'lap district clearly assigned tasks with specific progress to relevant organizations and individuals to implement with the highest spirit and responsibility.
According to the approved plan, from February 20 to June 15, 2025, Dak R'lap District People's Committee will carry out the site clearance work for the main route, service road and dumping site. From April 11 to July 7, 2025, Dak R'lap District will carry out the site clearance work for the relocation of public works.
The plan to implement construction investment packages under the component project on site clearance of Dak R'lap district was implemented from February 8.
Dak R'lap is expected to start construction of the resettlement area and relocate construction works by mid-June 2025. Construction will take about 4 months and will be completed by mid-October 2025.
Proactively address related conditions
Gia Nghia - Chon Thanh Expressway has 5 component projects. Of which, Component Project 1 is the investment in building the expressway with the People's Committee of Binh Phuoc province as the investor.
Dak Nong and Binh Phuoc Provincial People's Committees are each in charge of two component projects on site clearance and construction of service roads, the section passing through their province.
Regarding the land acquisition project, Dak R'lap District Party Secretary Phan Anh Tuan expressed the great political determination of the locality.
After its establishment, the Steering Committee for the implementation of the expressway project directed its members to work proactively and speed up to complete the tasks according to schedule and plan.
The support teams focus on implementing site clearance with the motto of being proactive and cooperative. The specialized units performing the assigned tasks in the expressway project must ensure "clear people, clear work, clear responsibilities, clear progress, clear efficiency".
Dak Nong Construction Investment Project Management Board (DMB) was assigned by the Provincial People's Committee to implement the component project on building service roads.
In early March 2025, the Project Management Board completed the contractor selection procedure and signed a contract with a consulting unit, conducted a survey, and prepared a feasibility study report.
Currently, the consulting unit has basically completed the survey work and is urgently completing the feasibility study report to submit to the competent authority for appraisal and approval.
According to the plan of the Project Management Board, the organization of preparation, submission for appraisal and completion of approval of the feasibility study report will be carried out before April 30, 2025.
The investor will organize the selection of contractors and complete the survey, preparation, appraisal, and approval of construction design drawings and estimates before July 22, 2025. After selecting the construction contractor, the investor plans to start construction of this component project before September 11, 2025.
The investment project to build the North-South Expressway, the western section, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) was approved by the National Assembly in June 2024. The expressway is implemented in the form of public investment combined with public-private partnership, with a total investment of VND 25,540 billion. Of which, the State budget capital is VND 12,770 billion, and the capital arranged by the investor is VND 12,770 billion.
The Gia Nghia - Chon Thanh expressway project through Dak R'lap has a route scope, resettlement items, and waste dumps mostly located in the approved planning area for bauxite exploration, exploitation, and processing.
According to preliminary statistics, the highway will pass through a bauxite mining area about 2.8km long, with an area of about 25.6ha.
Chairman of Dak Nong Provincial People's Committee Ho Van Muoi said that the Provincial People's Committee has requested the Vietnam National Coal - Mineral Industries Group to have a plan to focus on exploiting bauxite within the scope of the expressway project and related items.
The goal is to ensure that the highway has a suitable site for implementation, while not causing loss of mineral resources.
Regarding implementation capital, Dak Nong province has balanced and arranged 250 billion VND from the local budget in 2024 and public investment capital in 2025 for the expressway.
Currently, the Provincial People's Committee has directed the Department of Finance to continue balancing and arranging the budget according to the project's allocation for Dak Nong (1,000 billion VND).
Dak Nong province also assigned units and localities to review the supply of common construction materials and dumping sites. Regarding dumping sites, Dak R'lap district has added them to the local land use planning.
According to the Department of Agriculture and Environment, the demand for materials depends on the calculation of Component Project 1, which is the investment in the construction of the highway. This component project is invested by the People's Committee of Binh Phuoc province.
However, Dak Nong province is very proactive in reviewing specific needs for minerals to serve the construction of highways passing through the area.
Through preliminary review, the demand for sand is about 130,000m3 , various types of stone is about 690,000m3 and fill soil is about more than 2.5 million m3 . Compared with the material mines such as sand, stone, fill soil in Dak Nong, the material sources are all sufficient to meet the demand for highway construction.
Raise political determination
Gia Nghia - Chon Thanh Expressway is a component project of the North - South Expressway in the West. This is a project of special significance to the socio-economic development of the Central Highlands in general and Dak Nong in particular. Because this is a route that plays an important role in connecting trade and transportation between key economic regions.
Leaders of Dak Nong Provincial People's Committee always affirm that investment in Gia Nghia - Chon Thanh Expressway is extremely necessary. The route is invested in with the aim of developing a synchronous and modernized transport infrastructure.
The expressway contributes to improving the national competitiveness in general and the Central Highlands and the Southeast region in particular. The project gradually completes the expressway network according to the regional connectivity plan, creating momentum and spillover effects to serve the socio-economic development of the Central Highlands and the Southeast region.
Investment in the Gia Nghia - Chon Thanh expressway will solve the "bottleneck" in traffic infrastructure, contributing to completing the expressway network according to the plan.
The project not only opens up development space for the two provinces of Dak Nong and Binh Phuoc but also has a great impact on travel and socio-economic development in the Central Highlands region and the whole country.
This highway is also a “road of love” for the people of the Central Highlands and the Southeast. During the resistance wars, the people of this region made great contributions and sacrifices.
The construction of the expressway is a show of gratitude and realization of the dream of regional connectivity of many generations.
Throughout the working sessions between the two provinces, Chairman of Binh Phuoc Provincial People's Committee Tran Tue Hien affirmed the special importance of the Gia Nghia - Chon Thanh Expressway Project.
The leaders of Binh Phuoc province requested relevant sectors and units to further enhance political determination and speed up the implementation of related tasks. All difficulties and obstacles must be proactively resolved so that the project can be implemented soon.
On the Dak Nong side, the province has included the expressway in the list of key projects and works in 2025. Leaders of the Dak Nong Provincial Party Committee have inspected the field and continuously held meetings related to the preparation work for the Gia Nghia - Chon Thanh Expressway Project.
In the meetings, Dak Nong province expressed its determination and determination towards the expressway. The Provincial Party Committee requested departments, branches and localities to participate synchronously and coordinate smoothly so that the project can be implemented as soon as possible in the most favorable way.
According to Comrade Ngo Thanh Danh, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dak Nong Province, the Gia Nghia - Chon Thanh Expressway is of special importance. The project needs to be implemented soon and completed on schedule to create momentum for socio-economic development, national defense and security.
Speaking at a meeting to review the progress of the Gia Nghia - Chon Thanh Expressway Project on the morning of April 3, Secretary of the Provincial Party Committee and Head of the National Assembly Delegation of Dak Nong Province, Ngo Thanh Danh, requested the Provincial People's Committee and units and localities to focus on completing all preparation work.
The goal is to start construction of the section through Dak Nong before April 30, 2025, meeting the requirements on time, scale, content and significance of the event in accordance with the direction of the Government and the Provincial Party Standing Committee.
All levels and sectors must continue to closely follow the direction of the Provincial Party Standing Committee, carry out tasks and take urgent actions. Dak R'lap District Party Committee leads and directs the entire political system to participate and focus highly on site clearance work.
The district urgently reviewed, promoted, and mobilized people to support the project and comply with legal regulations. The goal is to ensure the site and necessary conditions for the project to start on time.
