On December 2, 2024, the Provincial People's Committee issued a Code of Conduct in Quang Ninh province with civilized behavioral standards, in accordance with the cultural traditions of Quang Ninh people and the requirements of modern life.
The Code of Conduct was issued to build and form cultural standards to encourage and recommend organizations and individuals living, working, studying, visiting and traveling in Quang Ninh province to adjust their speech, attitudes and behaviors in public places in Quang Ninh province. At the same time, it contributes to building a healthy, dynamic, creative, humane and progressive cultural environment in Quang Ninh province, which is the spiritual foundation of a prosperous, civilized and happy society so that culture and human strength of Quang Ninh people become endogenous resources and driving forces for rapid and sustainable development, building a model, rich, civilized and modern Quang Ninh province.
The Code of Conduct consists of 3 chapters and 12 articles. There are 9 general codes of conduct, 9 codes of conduct in the residential community, and 9 other codes of conduct in public places. The content of the codes of conduct is concise, easy to understand, complete, and in accordance with the law; consistent with the cultural characteristics, customs and traditions of Vietnam, and in accordance with the ethical standards recognized in Vietnam. These are all normative regulations to guide the behavior, attitudes, habits, and civilized ways of behaving for both organizations and individuals, from complying with and enforcing the provisions of the law; complying with regulations, rules, and rules in public places... to polite, friendly, courteous, appropriate communication attitudes, apologizing, thanking, queuing... In particular, the Code of Conduct has many contents to raise awareness and orient environmental protection behaviors such as "Maintaining public hygiene, protecting the environmental landscape"; “… smoking in designated places”; “Cleaning houses, village roads, hamlets, and neighborhoods to be bright, green, clean, and beautiful”; “Putting garbage in designated places and dumping garbage at designated times”; “Actively participating in environmental protection activities”; “Encouraging production and business establishments to implement measures to protect the environment”; “Encouraging the use of environmentally friendly bags, limiting the use of plastic bags and single-use plastic products”. From there, it is affirmed that environmental protection is a manifestation of a cultural lifestyle, contributing to building a civilized society, and is everyone’s responsibility.
The Code of Conduct is also widely applicable to organizations and individuals living, working, studying, visiting, and traveling in Quang Ninh province. Thus, not only those living, working, and traveling in Quang Ninh but also organizations and individuals coming to Quang Ninh to study, visit, and travel are also encouraged and recommended to implement these codes of conduct.
However, in the implementation section, the Code only requires localities, departments, branches and units to implement and organize propaganda. Organizations, individuals and people living, working, studying in the province; tourists visiting and traveling in Quang Ninh province are mobilized and encouraged to implement and propagate and disseminate this Code of Conduct. The Code does not provide sanctions, or reminders or criticisms for violations of the rules. Thus, implementation depends mainly on the self-awareness of organizations and individuals.
After the Code of Conduct is issued, relevant agencies, units and localities will organize propaganda, mobilize and put these rules into practice. From there, create consensus in the community, so that everyone voluntarily implements and supervises the implementation.
