Quan Hoa district leaders give support for housing construction according to Directive 22 to poor households in Nam Dong commune.
Despite many difficulties in terms of infrastructure, the number of particularly difficult villages and hamlets is still high, the poverty rate is still high, the Standing Committee of Quan Hoa District Party Committee has identified the implementation of Directive No. 22 as a key, regular and continuous political task, aiming to promote the tradition of "mutual love", leaving no one behind. Since then, the district has issued a scientific and methodical action plan and program, assigned specific tasks and targets, and promoted the role and responsibility of the heads of Party committees and Party organizations in organizing the implementation. In the plan, the district also clearly identified the number of households eligible for repair and new construction and detailed progress time, assigning responsibilities to the Party Committees of communes and towns. This is considered a criterion to evaluate the level of completion of assigned tasks each year by Party organizations and individual leaders.
With a high sense of responsibility, since the beginning of March, Quan Hoa district has organized the groundbreaking ceremony for 332 houses for poor households, striving to complete the construction before April 15. At the same time, Phu Nghiem commune was selected and assigned as a pilot unit, completing the construction of houses according to Directive 22 before April 15. In addition, the district also set a goal of building 59 houses for policy families and more than 300 houses for near-poor households, completing Directive 22 before June this year.
In the context of many difficulties, in order to proactively source funds to support housing construction for poor households, policy households, and households with housing difficulties in the area, Quan Hoa district has organized diverse and rich forms of propaganda, mobilizing organizations and individuals to donate and support. In addition to integrating into conferences, many communes and towns have widely propagated on the loudspeaker system about the content of Directive 22, associated with arousing the tradition of "mutual love", helping each other. In many villages, hamlets, and neighborhoods, the Front's working committee has publicly announced each household along with the amount of money and donated goods each day on the loudspeaker system. At the same time, it has organized and mobilized relatives of households eligible for support to actively support and help with land, materials for building houses, and stabilizing their lives.
In Phu Nghiem commune, Party cell secretary and head of Dong Tam village, Luong Van Dinh, said: "With real-life stories, the village front work committee went to every alley, knocked on every door to propagate the need to participate in support and mobilize people to donate with the spirit of volunteering to share food and clothes. Therefore, in the village with only 53 households not classified as poor, but through two fundraising campaigns according to Directive 22, people donated nearly 20 million VND. In addition, the people also donated hundreds of working days, helping 6 poor households to complete house construction in 2024. The village front work committee also propagated and mobilized the remaining 6 poor households that are eligible for support from Directive 22 to start building houses, striving to complete before April 15."
In addition to the participation of the Party Committee, the government, the Fatherland Front, socio-political organizations from the district to the commune in the district have actively mobilized members of their organizations to participate in donating to support the implementation of Directive 22. In addition to the financial support to the district, many organizations also mobilized material support to help members' families build houses and stabilize their lives soon. The district's Center for Culture, Information, Sports and Tourism also regularly and widely propagates typical examples in donating and supporting... contributing to spreading the campaign in society.
Notably, right after the province launched the second round of fundraising to implement Directive 22, Quan Hoa district organized a fundraising art program with the theme "Quan Hoa joins hands for the poor, leaving no one behind". This is a creative, innovative, affirming the enthusiasm, responsibility, and high determination of Quan Hoa district in implementing Directive 22 when the program was organized elaborately and grandly, with the participation of many famous artists nationwide who are children of Thanh Hoa, such as Anh Tho, Le Anh Dung, Van Dung... The program was not only a spiritual feast for thousands of people to witness but also conveyed a strong message about humanity and the spirit of "mutual love". In the program, many businesses, organizations, and individuals participated in donating hundreds of millions of VND.
With a methodical approach, attracting the consensus and support of a large number of cadres, party members and people from all walks of life, since the beginning of the second fundraising round, Quan Hoa has mobilized nearly 4 billion VND. In both rounds, the district has mobilized over 5 billion VND. Together with the support from the province, 1,042 houses have been newly built or repaired for poor households, policy families and households with housing difficulties in the area.
Standing Deputy Secretary of Quan Hoa District Party Committee Ha Van Thuy affirmed: "The campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in the two years of 2024-2025 according to Directive No. 22-CT/TU of the Provincial Party Standing Committee has spread widely, becoming a strong movement, attracting a large number of cadres, party members, people and businesses in the district to participate in support. From the mobilization fund and support from the province, it not only helps poor households, policy households, and households with housing difficulties to have houses, but also motivates them to strive to stabilize their lives".
