At the working session, reporting on the press work of Hoa Binh province, comrade Hoang Manh Cuong - Deputy Director of the Department of Information and Communications (MIC) said that in the past time, the MIC has advised the People's Committee of Hoa Binh province and built many regulations as well as guided departments, branches, sectors, People's Committees of districts and cities on the implementation of legal regulations on press and press management.
Mr. Hoang Manh Cuong informed that currently, Hoa Binh province has 3 press agencies including Hoa Binh Newspaper, Hoa Binh Radio and Television Station, Hoa Binh Literature and Arts Magazine and the province's electronic information portal. In general, the press and media agencies in the province are proactive in reporting and propagating, each type of press closely follows the characteristics and practical situation of the unit and locality to provide information reflecting all aspects of social life, promoting and attracting investment for economic development of the province.
The working session took place on the morning of November 15, in Hoa Binh City.
The information and communication system from district, city to grassroots level is managed and developed to meet the requirements of leadership and direction, serving socio-economic development, preventing natural disasters, epidemics and ensuring national defense and security of the province. 100% of commune-level authorities have daily reports, and grassroots information infrastructure is invested in.
However, according to Mr. Cuong, the number of news articles to create consensus in solving existing problems that are of public concern to the authorities at all levels that are updated, published and broadcast is still low, not creating the power of communication in solving hot issues that are of public concern. Although the facilities and means serving the professional work of press agencies have been paid attention to and upgraded in recent times, they are still inadequate to meet the requirements.
Training and development in information technology application is still limited, not meeting the development trend of modern journalism. There is still a phenomenon of some reporters causing harassment and trouble to the activities of units and businesses in the province.
Regarding the activities of the Provincial Journalists Association, Comrade Nguyen Manh Tuan - Editor-in-Chief of Hoa Binh Newspaper, Chairman of the Provincial Journalists Association said that the Hoa Binh Provincial Journalists Association currently has 165 members working in 5 Journalists Associations - this is the highest number of members ever.
Over the past years, receiving the attention and direction of the Vietnam Journalists Association, the Provincial Party Committee - People's Council - Provincial People's Committee, the coordination of departments, branches, unions, units and localities in the province, Hoa Binh press has continuously grown, actively accompanied the national press to keep pace with the development of journalism in the 4.0 era, with many innovations, accelerating the digitalization roadmap and applying information technology to journalism activities.
Comrade Nguyen Manh Tuan - Editor-in-Chief of Hoa Binh Newspaper, Chairman of the Provincial Journalists Association informed about the activities of the Provincial Journalists Association and proposed and recommended some solutions in the coming time.
The team of reporters and editors constantly train to better meet the requirements and tasks. Many journalists have always stayed close to the base, appeared and reported quickly and promptly on hot current issues that the public is interested in.
"In particular, the Provincial Journalists Association coordinated with the Provincial Party Committee's Propaganda Department and the Department of Information and Communications to successfully organize the Emulation Covenant Signing Conference "Building a cultural environment in press agencies". In September 2022, the Provincial Journalists Association deployed the implementation of the criteria for cultural press agencies and culture of Vietnamese journalists to press agencies and journalist branches, launched an emulation movement and organized the signing of commitments to implement the contents of building cultural press agencies and culture of journalists", Mr. Nguyen Manh Tuan shared.
Recognizing some of the limitations that have existed in the past, comrade Nguyen Manh Tuan recommended that the Vietnam Journalists Association submit a document to the Politburo and competent authorities to supplement and specify the implementation of Conclusion No. 35-KL/TW on "List of titles, leadership positions and equivalent positions of the political system from the Central to the grassroots level.
Specifically, the regulation is added: "The title of President of the Association is equivalent to the level of head of departments, branches, and equivalent; the title of Vice President of the Association is equivalent to the level of deputy head of departments, branches, and equivalent of the province. "This is to limit the frustration and anxiety among the current leadership team of the Association in the locality. At the same time, it encourages and motivates members who are planned and introduced to leadership positions to strive and practice," said Mr. Tuan.
Comrade Nguyen Manh Tuan also emphasized the need for an effective management mechanism for members who are reporters of central press agencies that are resident or have representative offices in the locality. Currently, according to Mr. Tuan, management is mainly formal, based on documents, making management and handling of violations difficult.
Appreciating the internal efforts of the Hoa Binh Provincial Journalists Association and the attention and direction of the provincial leaders, comrade Phan Toan Thang - Chief of Office of the Vietnam Journalists Association acknowledged that the press work and the Association's work in Hoa Binh province are always stable and highly effective. And that is also an important factor for the Party Delegation and the Standing Committee of the Vietnam Journalists Association to decide to organize 4 thematic conferences of the Central and Northern provincial press in Hoa Binh province on November 16-17.

In order for the Provincial Journalists Association to continue to promote its role as a focal point in the province's press work, supporting Hoa Binh journalists to successfully complete their assigned political tasks, comrade Phan Toan Thang suggested that the Standing Committee of the Provincial Party Committee, the Provincial People's Committee and the provincial departments and branches continue to pay attention and support to remove some difficulties, that is, consider the decision to assign tasks associated with financial support for the Provincial Journalists Association to carry out 9 key tasks related to contents such as: Celebrating the 100th anniversary of Vietnam Revolutionary Press Day. "This is a political and professional event of great significance to our country's revolutionary press. Therefore, it is necessary to develop a plan to organize commemorative activities in a methodical, solemn and meaningful manner," comrade Phan Toan Thang emphasized.
According to Mr. Thang, the Provincial Journalists Association and press agencies in the province need to strengthen connections and information exchange on the Electronic Information Portal, the Journalists and Public Opinion Newspaper, and the Journalist Magazine of the Vietnam Journalists Association to create a network to disseminate information on press activities between the Associations at all levels nationwide. At the same time, the work of improving the quality of journalism in protecting the Party's ideological foundation as well as the training and fostering of journalists in Hoa Binh province needs to be further promoted in the coming time.
Regarding the 2024 National Press Festival taking place in Ho Chi Minh City, comrade Phan Toan Thang said that this is a comprehensive innovative and creative Press Festival in terms of vision, design, and technology convergence. "The Spring Press Festival held in localities - an annual activity to create an atmosphere of celebrating the Party, celebrating Spring, and celebrating the innovative homeland throughout the country - is a meaningful activity, a premise for selecting press products and organizational ideas to contribute to the major event of the Vietnamese press, the National Press Festival held annually. Therefore, this event needs close attention and coordination from many related units", comrade Phan Toan Thang suggested.
Comrade Tran Trong Dung - Vice President of Vietnam Journalists Association assessed that the results of the activities of Hoa Binh Provincial Journalists Association have improved a lot, setting an example for a number of local Journalists Associations to follow.
Speaking at the meeting, comrade Tran Trong Dung - Vice President of the Vietnam Journalists Association basically agreed with the issues raised. In particular, comrade Tran Trong Dung highly appreciated the work of gathering and training members and journalists of Hoa Binh, when the reality showed that the training in skills as well as journalism ethics in the past time in the province has achieved very impressive numbers.
Emphasizing the issue of resident reporters, comrade Tran Trong Dung said that through the conferences that have been held in the Central and Southern regions and the conferences that will take place in the coming days in Hoa Binh, the Vietnam Journalists Association will amend and supplement Regulation 979 on resident reporters.
From a practical perspective, Mr. Dung said that everything has two sides. In terms of state management of the Department of Information and Communications, there are very strict regulations of the People's Committee of Hoa Binh province as a legal basis for the management of resident reporters. On the other hand, the Journalists Association needs to proactively have activities to attract the attention of resident reporters. And the club model is a model for reference. In addition to the national clubs of the Vietnam Journalists Association, local Journalists Associations also need to have provincial clubs.
"For example: Hoa Binh tourism is developing strongly, imbued with national cultural identity, we can establish a tourism reporter club to attract both resident reporters and local reporters to participate. Organize experiential trips for reporters to promote communication for provincial tourism and at the same time create solidarity among reporters in the area," said Mr. Dung.
Comrade Tran Trong Dung mentioned that policy communication work needs to be further promoted, in the context that the Government has just issued a Decision requesting ministries, departments and branches to allocate funds for policy communication. This is a very important basis for the People's Committee of Hoa Binh province to discuss with the Department of Finance, the Department of Information and Communications to place orders with press agencies and the Journalists Association on policy communication so that the articles for this work can be more in-depth, and policy communication work can be carried out extensively and with high results.
At the meeting, Mr. Nguyen Van Chuong - Vice Chairman of the People's Committee of Hoa Binh province said that in the current period, Hoa Binh province has carried out many socio-economic development tasks, one of the four pillars is to build high-quality human resources, in which press and propaganda information is the top priority. Through this work, the awareness of party members and officials, the awareness of the people will be raised, contributing to the development of the province.
Assessing the activities of the Provincial Journalists Association, comrade Nguyen Van Chuong said that in this term, the Hoa Binh Provincial Journalists Association has undergone a dramatic change. Currently, the position and role of the Provincial Journalists Association has been affirmed and has received support from all levels and the people. This year is also the first time that the Hoa Binh Journalists Association has won the National Press Award - a great honor, a milestone as well as a fulcrum for journalists to continue to develop.

However, the Vice Chairman of the Provincial People's Committee also raised a number of existing issues, emphasizing the situation of "newspapers becoming magazines", reporters harassing businesses, affecting the reputation and ethics of journalists.
Concluding the meeting, Comrade Nguyen Duc Loi - Permanent Vice President of the Vietnam Journalists Association affirmed that the Party Delegation and the Standing Committee of the Vietnam Journalists Association highly appreciated the effectiveness of the Association's work and the press activities of the province. According to Comrade Nguyen Duc Loi, today's meeting aimed to learn about and evaluate the implementation of Directive 43 dated April 8, 2020 of the Central Party Secretariat "On strengthening the Party's leadership over the activities of the Vietnam Journalists Association in the new situation" and implement the Conclusion of Prime Minister Pham Minh Chinh at the meeting with the Vietnam Journalists Association on June 13, 2023. At this meeting, the Prime Minister gave directives to the Vietnam Journalists Association at all levels in the current period on the role, functions, tasks and especially some mechanisms on finance, staffing, and working conditions of the Association at all levels.
According to comrade Nguyen Duc Loi, listening to the reports and opinions of the leaders in today's working session, the issues of Hoa Binh's press are also the issues of the press in the whole country. "In terms of scale, it may be smaller but it still has all the highlights of the national press picture," Mr. Loi commented.
Comrade Nguyen Duc Loi - Permanent Vice President of the Vietnam Journalists Association suggested that Hoa Binh press needs to exploit local potentials and unique cultural features to produce quality, attractive articles to attract the public.
Comrade Nguyen Duc Loi acknowledged that currently, local press activities have many acts of "newspaperization", harassment of businesses, and the most violations are in the magazine sector. The situation of "newspaperization of magazines" is very serious, and has been pointed out many times in forums and seminars... but it is very difficult to overcome.
"The policy is to give units autonomy in all aspects, especially in finance. Some governing bodies do not support any resources, and even assign units to bring funds back to the governing body. The current situation of establishing widespread associations to publish newspapers - this is a very alarming and extremely difficult problem," Mr. Nguyen Duc Loi assessed.
Regarding the issue of resident reporters, according to comrade Nguyen Duc Loi, there are almost no problems in large press agencies, reporters still participate in two-way activities, the violations are mainly still in magazines. "Magazines are small at first, but their bodies are bloated, the number of reporters in some representative agencies is even larger than the parent agency," said Mr. Loi.
Regarding the issue of resources - human resource training and financial resources, infrastructure, the Permanent Vice President of the Vietnam Journalists Association said: "In terms of external investment, investment in the press and media is considered a necessary task, the political task is important.
Vietnamese journalism is a unique type of journalism, it cannot be given economic independence like Western journalism, we do journalism to both inform and propagate. The propaganda function is very important, while the propaganda task cannot generate revenue, it must have financial support from state agencies. Currently, advertising revenue flows to other types of media on social networks, transnational multimedia corporations, not to press agencies anymore. We need a mechanism for ordering and assigning tasks."
In this story, comrade Nguyen Duc Loi noted the proactiveness of press agencies and the Journalists Association, and the need to have a plan and a specific project. The Prime Minister affirmed: "The press plays a leading role in policy communication", so press agencies can absolutely develop projects - and these projects must be convincing, reasonable, and truly effective, then state agencies will recognize and coordinate to implement them closely and quickly.
Finally, comrade Nguyen Duc Loi affirmed that the Vietnam Journalists Association always accompanies the locality to support member journalists of the province in promoting civic responsibility, professional ethics, creating many excellent journalistic works, building Hoa Binh journalism to be increasingly strong, creating social consensus, meeting the requirements and tasks in the period of innovation and development of the province.
