On the morning of April 23, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting with leaders of Hung Nguyen district on the implementation of socio-economic development tasks, ensuring national defense and security in the area.
DOUBLE-DIGITAL GROWTH RATE
Reporting to the Chairman of the Provincial People's Committee on the socio-economic situation in 2023 and the first quarter of 2024, Chairman of the People's Committee of Hung Nguyen district Le Pham Hung said that the total production value in 2023 in the district reached 9,224 billion VND, and in the first quarter of 2024 reached 2,465 billion VND, equal to 22.4% of the plan.
The district's growth rate in 2023 will reach 16.5%, and in the first quarter of 2024 it will reach 14.9%. The economic structure will shift in the right direction: Agriculture, forestry and fishery will account for 14.1%; industry and construction will account for 54.7%; services will account for 31.1%. GRDP per capita will reach 52 million VND/year, an increase of 2 million VND compared to 2022; the poverty rate in 2023 will be 1.33%.
Currently, in the district, 17/17 communes have met the new rural standards, 4/17 communes have met the advanced new rural standards, and 1 commune has met the model new rural standards. Hung Nguyen strives to submit to the province for review of the district meeting the new rural standards in the second quarter of 2024.
Total state budget revenue in 2023 will reach 1,372 billion VND, and in the first quarter of 2024, it will reach 183,327 billion VND. Investment attraction in the district has achieved positive results, with a series of new companies investing in VSIP Industrial Park. Urban planning and development management continues to be maintained in order.
Tourism activities associated with promoting the value of relics are taking place vigorously. In 2023, the number of visitors to Hung Nguyen reached more than 200,000, with revenue reaching nearly 13 billion VND. In the first quarter of 2024, it welcomed more than 50,000 visitors, with estimated revenue of nearly 7 billion VND.
The quality of education continues to be among the top in the province and is increasingly improving.
At the meeting, leaders of departments and branches oriented and suggested many important contents to Hung Nguyen district.
Notable contents include: Proposing the district to accelerate the roadmap for merging schools and classes; Paying attention to increasing the rate of national standard schools, building Le Hong Phong Secondary School into a high-quality key school; paying attention to site clearance work at VSIP Industrial Park, reviewing traffic connections, and supporting labor connections for investors.
In addition, the departments and branches also requested Hung Nguyen district to develop a project to develop heritage economy associated with tourism development; replicate the model of Vi and Giam folk songs in Hung Tan commune; pay attention to health indicators; increase resources to implement the fruit tree project, manage and protect forests; invest in traffic infrastructure; handle slow-progressing projects...
PROMOTING THE VALUE OF MONUMENTS
Concluding the meeting, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee assessed that, compared to 20 districts, cities and towns, Hung Nguyen has a small area, but its position is not small. Hung Nguyen is a district with a historical, cultural and revolutionary tradition with a name of 555 years.
Promoting tradition, in recent times, the district has achieved many positive results in socio-economic development. The district's growth rate is high, being one of the few localities with a double-digit growth rate, exceeding the average target for the 2020-2025 term. The district's economic scale ranks 12th out of 21 districts, cities and towns.
On the other hand, the district's budget revenue is positive; it has made important contributions to the province's investment attraction; the new rural construction program has many bright spots.
Hung Nguyen has promoted the value of relics, organized cultural activities and festivals well, attracting many tourists. Hung Nguyen's education ranks first in the province; social security work is given attention, and people's lives are increasingly improved.
Chairman of the Provincial People's Committee Nguyen Duc Trung also said that in the recent period, Hung Nguyen district has made efforts and been active in site clearance, especially for key and important projects of the Central and the province, basically meeting the requirements.
National defense, security, order and social safety are ensured and stable, with many typical and exemplary models of security and order being replicated nationwide by the Ministry of Public Security.
The head of the Provincial People's Committee acknowledged the solidarity and unity in the Standing Committee and the Executive Committee of the District Party Committee, which is an important factor contributing to the implementation of socio-economic development tasks.
On behalf of the provincial leaders, the Chairman of the Provincial People's Committee highly appreciated, commended and congratulated the results that the Party Committee, government and people of Hung Nguyen district have achieved in the past time.
Besides, comrade Nguyen Duc Trung shared the difficulties that Hung Nguyen district is facing. Although it is a neighboring district of Vinh city, Hung Nguyen has difficulty attracting businesses, services are not vibrant, and investment in building a transportation system has divided the terrain.
In the past time, the district's budget revenue structure has not been sustainable, the rate of revenue from land use is still high; the results of public investment disbursement in the first quarter of 2024 are still low; State management in the area still has many shortcomings; administrative reform work still has many limitations. Security and order still have potential complicated problems, the work of resolving people's petitions and denunciations is still limited.
PROMOTING THE ADVANTAGES OF THE VINH CITY SUNRISE AREA
Emphasizing the tasks and solutions for Hung Nguyen district in the coming time, Chairman of the Provincial People's Committee Nguyen Duc Trung requested the Party Committee, government and people of Hung Nguyen district to continue promoting the cultural tradition and revolutionary history; promote the spirit of solidarity, perseverance, dynamism, creativity and innovation to lead, direct and successfully implement the set goals, targets and tasks; strive to complete the task of building new rural areas in 2024.
Now entering the fourth year of the 2020-2025 term, the Chairman of the Provincial People's Committee requested the district to review the goals, targets, tasks and solutions in the Resolution of the 29th District Party Congress to effectively implement and strive to complete at the highest level; in the immediate future, focus on implementing and completing the goals, targets and tasks in 2024.
Hung Nguyen district needs to focus on completing the approval, announcement and effective implementation of the District Regional Planning, in conjunction with the Provincial Planning, the Southeast Economic Zone Expansion Project, and the Commune-level Administrative Unit Arrangement Project for the 2023-2025 period.
The head of the provincial People's Committee also requested Hung Nguyen district to continue to attract, prioritize, and effectively use resources to invest in developing infrastructure to serve economic development; in which, priority should be given to traffic connection infrastructure and social infrastructure; especially effectively use allocated resources such as public investment, 3 national target programs; and handle projects using public investment capital that are being implemented slowly.
On the other hand, Hung Nguyen district also needs to overcome difficulties, promote more advantages of its location near Vinh city to shift the economic structure towards prioritizing industrial - service and urban development; promote the advantages of VSIP Industrial Park associated with the development of industrial clusters to attract investment, in which, pay attention to developing supporting industries.
Considering that Hung Nguyen has great advantages with many cultural and historical relics, the Chairman of the Provincial People's Committee suggested that the district should promote the relics well, develop services, especially services associated with eco-tourism, historical tourism, and spiritual tourism.
In addition, Hung Nguyen district continues to maintain agricultural production in the direction of transforming the structure of crops and livestock; enhancing the application of science and technology, gradually converting to green economy and circular economy; exploiting the advantages of the alluvial area along Lam River; strengthening the work of preventing and fighting forest fires.
Strengthening State management in the fields of land, minerals, site clearance, especially thoroughly handling slow-progressing projects.
The head of the provincial People's Committee also requested the district to continue promoting cultural, historical and relic values to improve quality and efficiency, contributing to cultural revival; building a healthy and peaceful living environment for the people; continuing to improve the quality of education, health care, medical examination and treatment for the people, and taking care of social security work. In particular, strengthening propaganda and mobilizing children working outside the province to return to work at factories in the area.
Hung Nguyen district needs to promote improvement of the business environment, administrative reform, actively support businesses and investors in the area with open-minded thinking and the most enthusiastic attitude; strengthen discipline, administrative discipline, digital transformation; effectively implement Project 06 of the Government.
Chairman of the Provincial People's Committee Nguyen Duc Trung also requested the district to promote the achieved results, continue to do well in ensuring national defense, security, order and social safety; thoroughly resolve complaints and denunciations of the people, not creating hot spots.
At the meeting, based on the advice of the sectors, Chairman of the Provincial People's Committee Nguyen Duc Trung responded and resolved the recommendations of Hung Nguyen district in the spirit of creating the most favorable conditions for the district to develop quickly and sustainably.
