President To Lam meets voters in Hung Yen province

At the meeting, Head of the National Assembly Delegation of Hung Yen Province, Dao Hong Van, reported to voters on the results of the 7th session of the 15th National Assembly. During this session, the National Assembly carefully considered and voted to pass 11 laws; passed three legal resolutions; and gave initial opinions on 11 other draft laws.

The National Assembly conducted supreme supervision, discussed in the hall the report on the results of supervision of the settlement of voters' petitions sent to the 6th session and the report summarizing voters' and people's opinions and petitions sent to the 7th session of the 15th National Assembly. The National Assembly spent a lot of time discussing socio-economic issues, the state budget and deciding on important issues of the country. Personnel work was carried out carefully, closely, promptly, in accordance with Party regulations and State laws, ensuring the principles of democratic centralism, publicity and transparency, achieving a very high consensus of National Assembly deputies.

Regarding voters' petitions, the National Assembly Delegation of Hung Yen province received 30 documents from agencies, departments and branches in response to 38/40 voters' petitions. Some notable petition contents were responded to by agencies, ministries and branches.

Specifically: Proposing the State to pay attention to the medical examination and treatment route for people with meritorious services who are entitled to 100% of the normal medical examination and treatment costs as when transferred to the right hospital; considering increasing the quota for training reserve officers from students and non-commissioned officers preparing to be discharged from the army; constructing and installing water pumping stations to dilute the concentration of pollution, and at the same time implementing other synchronous solutions to solve the problem of environmental pollution in Bac Hung Hai river; increasing the standard level of social assistance to reduce difficulties for disadvantaged groups; increasing the allowance for teachers and team leaders; considering adjusting legal documents for consistency and synchronization; increasing the treatment regime for reserve soldiers mobilized for training...

Voters attending the meeting said that, through following this session, they were very pleased that the National Assembly had considered and decided on many important contents in the work of legislation, supreme supervision and deciding on important issues of the country, in order to continue to institutionalize the Party's policies and resolutions, contributing to perfecting the institution, enhancing national governance capacity, promoting socio-economic development, ensuring national defense and security. Notably, at this session, the National Assembly elected the President, the Chairman of the National Assembly; elected and approved a number of positions.

Voters also expressed their concern and some concern in the context of many consecutive serious fires, causing great damage to people and property, so they hope that the National Assembly will soon consider amending and promulgating the Law on Fire Prevention, Fire Fighting and Rescue, to improve the effectiveness and efficiency of state management of fire prevention and fighting and meet practical requirements in ensuring security and order; protecting human life and health, property of the state, agencies, organizations and individuals. Propose solutions to regulate a suitable payroll management mechanism in the Law on Trade Unions (amended), increasing the initiative of trade unions in arranging trade union staff, meeting the requirements of tasks in the new situation.

Also at the meeting, voters reflected on the current difficulties in accessing information on urban planning and construction planning; the overlapping and conflicting status between plans makes the process of establishing and implementing construction investment projects encounter many difficulties and obstacles. Issues related to the draft Law on Juvenile Justice; issues related to the Law amending and supplementing a number of articles of the Law on Pharmacy.

Speaking at the meeting with voters, President To Lam said he was very pleased to report the results of the session and have the opportunity to continue listening to and absorbing voters' opinions and aspirations. Informing voters about the general situation of the country, the President said that at the beginning of the 2021-2026 term, the country faced many difficulties due to the Covid-19 pandemic; facing many impacts of the world economy. However, under the leadership of the Party, the active participation of the entire political and socio-economic system, the country has achieved many comprehensive results in all fields, creating a solid premise for successfully implementing the set tasks and goals.

As a result, in the first six months of 2024, the macro economy was stable, GDP increased by 6.42%, close to the target set by the National Assembly of 6.5%, which is remarkable in the context of general difficulties in world politics and economy. Breakthroughs in personnel, institutions, and infrastructure have achieved many results; many traffic works and key national works have been completed; social security has been ensured, the rate of new rural communes nationwide by the end of May 2024 reached 78%; the average income of workers nationwide reached 7.5 million VND/month. The cultural and social fields continued to receive attention and development; in the first six months of the year, nearly nine million international visitors came to Vietnam. The work of preventing and combating negative corruption has been promoted; national defense and security have been consolidated and strengthened; foreign affairs have achieved good results, and international position and prestige have been increasingly enhanced.

The President also said that in the last session, the National Assembly passed and commented on a huge number of draft laws and resolutions, demonstrating the determination of the Party and State to promote the improvement of the policy and legal system. The good news is that after the Central Government issued a policy, the National Assembly and the Government have made great efforts to increase salaries; care for people in difficult circumstances, and ensure social justice...

The President also commended and highly appreciated the results achieved in the first six months of the year by Hung Yen province in general and Hung Yen city in particular. In the process of local socio-economic development, the provincial leaders were united and the people agreed and supported. Hung Yen province's completion of the province's master plan is a very happy thing.

The President emphasized that the tasks for the last six months of 2024 and 2025 need to be accelerated to regain targets, making up for the limitations and difficulties encountered in previous years. It is necessary to identify 2025 as the year to complete the targets of the 13th National Party Congress as well as the targets of the Hung Yen Provincial Party Congress; towards preparing for the 14th National Party Congress; towards the 100th anniversary of the Party's founding and the 100th anniversary of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam.

The attention and support of voters for their contributions related to the construction of the legal system are very appropriate and dedicated, covering many areas, and the contributions come from real life.

Regarding the specific recommendations of voters, the President said that although there have been many legal documents in the past; the Ministry of Public Security has promptly issued many regulations, the situation of fires and explosions has many complicated and unpredictable developments. The more developed the society is, the more important the work of fire prevention and fighting, rescue and relief work becomes. Currently, there are many issues that need to be further studied and resolved, such as the issue of fire prevention and fighting in residential areas that are both residential and production and business; how to manage electricity; especially the responsibility and management methods of the electricity industry are unclear, while up to 80% of fires are caused by electrical short circuits.

Planning work is identified as a task of great strategic importance in the cause of building and defending the Fatherland. Voters' wishes for public information and ensuring access to planning information, handling overlapping planning... are wishes and requirements from the people's reality, which need to be paid attention to. The President also noted the need to handle overlapping planning, strengthen people's supervision, and not let planning serve personal interests.

The President also said that voters' opinions regarding the construction of the Juvenile Justice Law are valid; the law is currently in the process of being absorbed and completed. Regarding the Pharmacy Law, it is necessary to ensure the principle that people must have access to the world's scientific advances in treatment; meeting all aspects of people's needs. Meanwhile, regarding the Trade Union Law, it is necessary to pay attention to mechanisms and policies to enhance the position, role and effectiveness of trade union organizations at all levels to meet the requirements of the new situation.

The President affirmed that the National Assembly Delegation of Hung Yen province acknowledged and accepted the opinions, reviewed them, made recommendations for solutions, and accurately reflected the thoughts and aspirations of voters to the National Assembly.
