At the reception for Nicaraguan Ambassador Mario José Armengol Campos, the President welcomed the Nicaraguan Government's decision to open an embassy in Vietnam; highly appreciated the good traditional friendship between the two countries that has been maintained and developed in recent years. The President affirmed that the two sides have effectively implemented cooperation mechanisms in many areas such as: trade and economy, security, agriculture, as well as coordinated and supported each other at international organizations and multilateral forums.
Affirming that Vietnam wishes to strengthen and expand the friendship and cooperation with Nicaragua in an increasingly substantive manner, the President suggested that both sides continue to effectively implement measures to strengthen bilateral relations, promote visits at all levels to enhance mutual understanding; promote existing mechanisms between the two countries, and continue to exchange, build and perfect legal frameworks to facilitate bilateral cooperation.
The President also agreed with Ambassador Mario José Armengol Campos on promoting cultural, social, defense and security cooperation and people-to-people exchange; continuing to support each other at international forums. The President expressed his hope that the Ambassador, during his term, will continue to promote the development of the two countries' strengths in cooperation; have many initiatives that contribute positively to the development of the traditional friendship, and successfully complete his term of office in Vietnam.
Thanking the President for taking the time to meet him, Ambassador Mario José Armengol Campos affirmed that he will coordinate with relevant Vietnamese agencies to find ways to promote friendly relations and expand cooperation in many fields from politics, diplomacy, trade, culture, education, tourism, as well as promote mutual understanding between the people of the two countries through people-to-people exchange activities.

The President said that the early conclusion of negotiations, signing and implementation of the Vietnam-EFTA FTA will be an important milestone, creating a solid framework for economic and trade cooperation between Vietnam and the EFTA bloc in general and Iceland in particular. The President highly appreciated the prospects for cooperation between the two countries in the field of fisheries. In recent times, the two sides have continued the Cooperation Program with Vietnam on fisheries, in which Iceland has received Vietnamese officials to study at the United Nations Fisheries School in Iceland, and sent experts to Vietnam to organize seminars and training courses...
To promote and effectively exploit the potential for cooperation and strengths of each side, President To Lam suggested that the two sides promote the exchange of delegations at all levels, especially high-level ones, to enhance political trust and discuss measures to promote bilateral cooperation in areas of mutual interest, especially trade and investment. At the same time, the two countries should strengthen close cooperation and support each other at multilateral organizations and mechanisms, especially the United Nations.
Regarding trade and investment cooperation, the President asked Iceland to promote the increase of trade turnover between the two countries; hoped Iceland would promote its role in the EFTA bloc, and continue to promote the early conclusion of FTA negotiations with Vietnam. The President emphasized that the early entry into force of the Vietnam-EFTA FTA would further promote economic and investment relations between Vietnam and the EFTA bloc. The President said that Vietnam is ready to become a bridge for the EFTA side to access and expand markets in the ASEAN region.
The President hoped that the two sides would promote cooperation in education and human resource training through signing cooperation documents; create conditions and provide scholarships for Vietnamese students to study and research at Icelandic universities in the fields of energy, agriculture, fisheries and information technology; and thank the Icelandic Government for continuing to facilitate the Vietnamese community to stabilize their lives and integrate well into the host country.
Ambassador Thórir Isben thanked President To Lam for his congratulations on the occasion of Iceland's 88th National Day. The Ambassador said that he would report to the Government to submit to the National Assembly for approval of FTA negotiations with Vietnam. Thereby promoting economic and trade cooperation between the two countries to develop further. The Ambassador hopes to continue to maintain and expand cooperation in many fields.
* Congratulating Ambassador Parakhat Durdyev of Turkmenistan on his appointment to Vietnam, the President believes that with his many years of experience working in Asia and his deep understanding of the regional situation in general and Vietnam in particular, the Ambassador will make many practical contributions to promoting cooperation between the two countries in the coming time. The Vietnamese Government and ministries are ready to support Ambassador Parakhat Durdyev to further strengthen the multifaceted cooperation between the two countries.

The President affirmed that Vietnam always appreciates the support and assistance of the Turkmen people during the resistance war, national reunification and in the cause of building and defending the country later. He thanked the Turkmen people for their special affection for President Ho Chi Minh, who laid the foundation for the Vietnam-Turkmenistan relationship that has always developed well.
The President assessed that in recent years, the relationship between the two countries has developed in many fields, especially economic development; welcomed the Turkmenistan national airline to open direct flights and conduct commercial flights to Vietnam, contributing to promoting tourism cooperation and people-to-people exchange. The President also said that there is still much room for cooperation potential in many fields. Therefore, the two countries need to continue to exchange and develop good cooperation in their strengths, opening up new directions of cooperation such as: oil and gas, transport infrastructure, etc.
President To Lam affirmed that Vietnam respects and supports Turkmenistan's neutrality policy and believes that Turkmenistan will increasingly develop and play an important role in the Central Asian region. On the multilateral level, Vietnam is ready to act as a bridge to promote cooperation between Turkmenistan and the Group of Five Central Asian countries with ASEAN and regional countries.
Thanking the President for taking the time to meet him, Ambassador Parakhat Durdyev pledged that with his experience, he would strive to deepen the relationship between the two countries. The Ambassador also thanked Vietnam for recognizing Turkmenistan's independence in 1992 and recognizing Turkmenistan's neutral status in 1995. This shows that the two countries have a good legal and political basis to strengthen relations and support each other in international forums.
Ambassador Parakhat Durdyev hopes to promote Vietnam-Turkey cooperation in the gas sector, where Turkmenistan has potential; and hopes that Vietnamese enterprises will invest in Turkmenistan, especially in the fields of transportation, logistics, and agriculture, where Vietnam has strengths, while Turkmenistan has the potential to provide transit of Vietnamese goods to Asian and European countries.

The President said that the two sides need to coordinate to effectively utilize the Vietnam-EU Free Trade Agreement (EVFTA) to promote bilateral trade, create conditions for economic recovery and growth, and strengthen cooperation in areas where Cyprus has strengths and Vietnam has demand.
On this occasion, the President proposed that Cyprus ratify the Vietnam-EU Investment Protection Agreement (EVIPA) to facilitate bilateral trade and investment; support and urge the EC to soon remove the IUU yellow card for Vietnamese seafood, and assist Vietnam in developing sustainable fisheries. The President said that the two sides need to coordinate and discuss to study and sign a number of Memorandums of Understanding (MOUs) of cooperation as a foundation for bilateral relations such as in the fields of labor, cooperation between the two Chambers of Commerce, education, double taxation avoidance, etc.
The President expressed his hope that during his term, the Ambassador will become a bridge to promote the good friendship between Vietnam and Cyprus to achieve more success in the coming years.
Expressing his honor to present his credentials to the President, Ambassador Evagoras Vryonides said that the good relationship between the two countries in recent years has achieved many positive results; many bilateral cooperation agreements have been and are being effectively implemented and the two countries still have many opportunities for cooperation in areas such as trade, investment and energy, education, tourism, etc.
The Ambassador affirmed that he will make efforts during his term to help deepen and develop the cooperative relationship between the Republic of Cyprus and Vietnam, helping the people of the two countries to come closer together for the progress and interests of each country.
