Hanoi Food Safety Department officially speaks out about fake milk case

On April 17, a representative of the Hanoi Department of Food Safety and Hygiene said that from 2021 to present, the Department has issued a certificate of acceptance of registration of declarations and received self-declaration dossiers of food products of Rance Pharma International Pharmaceutical Joint Stock Company with 67 declaration dossiers; Hacofood Group Nutrition Pharmaceutical Joint Stock Company with 4 declaration dossiers.

Thus, of nearly 600 products of Rance Pharma Company and Hacofood Group Company, Hanoi Food Safety and Hygiene Department issued product declaration registration certificates for 71 products (12%), mainly nutritional foods.

The representative of this unit confirmed that among the licensing records, there were no records of people with diabetes, kidney failure, premature babies, pregnant women, etc.

"Nearly 90% of the remaining products are announced in other provinces and cities," a representative of the Hanoi Food Safety and Hygiene Department confirmed.

Regarding this issue, previously, the Department of Food Safety, Ministry of Health issued a document requesting the Department of Health of localities; Department of Food Safety of Ho Chi Minh City, Da Nang Food Safety Management Board, Food Safety and Hygiene Sub-Departments of provinces and cities: Hanoi, Hoa Binh, Hung Yen, Hai Duong to review and provide information related to establishments producing and trading fake milk.

The Food Safety Department requests that if companies have declared products locally, they should provide information on the number of declared products and the name of each declared product locally; review the issuance of certificates of food safety qualified facilities locally and inspection, examination, post-inspection, and handling of administrative violations from 2021 to present.

The Food Safety Department said that the announcement and registration of food product declarations are regulated in Decree 15/2018/ND-CP of the Government . Most foods are self-declared and there are 4 groups that need stricter control, so the product declaration must be registered with the State agency before being put into circulation on the market.

According to Decree 15/2018/ND-CP, organizations and individuals producing and trading food must register product declarations for health protection food products, medical nutritional foods, foods for special diets; nutritional products for children up to 36 months old...

In the application for registration of the declaration, there must be a certificate of food safety testing results of the product within 12 months from the date of submission; scientific evidence proving the effects of the product or of the ingredients that create the declared effects...

According to the management hierarchy, the provisions of Decree 15/2018/ND-CP clearly state that the Provincial People's Committee is responsible for "organizing the reception and management of dossiers, issuing Certificates of acceptance of product declarations, Certificates of confirmation of advertising content for medical nutritional products, foods for special diets, nutritional products for children up to 36 months of age".
