At the invitation of Lao General Secretary and President Thongloun Sisoulith, on July 11, President To Lam and a high-ranking delegation of the Vietnamese Party and State arrived in Vientiane, starting a state visit to Laos. Immediately after the official welcoming ceremony, President To Lam and Lao General Secretary and President Thongloun Sisoulith chaired talks between the high-ranking delegations of the two countries.

According to the Vietnamese Ministry of Foreign Affairs, at the talks, President To Lam announced the gift from the Party, State and people of Vietnam to the Lao Party, State and people, which is 20 VinFast electric cars to support Laos in successfully organizing important activities during its ASEAN Chairmanship year 2024.

VNA reported that on July 11, President To Lam presented General Secretary and President of Laos Thongloun Sisoulith with gifts from the Party, State and people of Vietnam to the Party, State and people of Laos . President To Lam performed the ceremony of handing over the car keys and the car to General Secretary and President of Laos Thongloun Sisoulith. During the ceremony, President To Lam personally drove the car carrying General Secretary and President of Laos Thongloun Sisoulith.
