(Dan Tri) - Chairman Tran Sy Thanh requested that the city's departments and branches give drastic and comprehensive direction to create the most favorable conditions for candidates to participate in the 2025 high school graduation exam.
Chairman of Hanoi People's Committee Tran Sy Thanh has just issued a Directive on strengthening the direction, coordination, and organization of the High School Graduation Exam and university and vocational education admissions in 2025.
Mr. Tran Sy Thanh requested that agencies and units under the city synchronously and effectively implement the proposed tasks and solutions, ensure the improvement of teaching and learning quality, and organize this exam well.
Accordingly, the exam must be organized in a way that reduces pressure, costs, and is less expensive for candidates and their families.

The organization needs to be synchronous, tight, smooth, carefully prepared, and thoroughly prepared for conditions, and properly implemented in accordance with regulations and rules for organizing the exam. In particular, units need to flexibly and effectively handle arising issues, creating the most favorable conditions for candidates to participate in the exam.
For the Department of Education and Training, the Chairman of Hanoi requested to direct, guide and inspect the innovation of methods, organization of teaching and learning activities, review, testing and evaluation for high school students, especially grade 12 students according to the requirements of the 2018 General Education Program.
The Department needs to ensure all necessary elements for the exam, not to let students, teachers and general education institutions be passive or have difficulties when participating in and organizing the exam.
For the Department of Labor, War Invalids and Social Affairs, the Directive requires this unit to promptly issue documents directing and guiding vocational education institutions in recruiting students at all levels of vocational education.
At the same time, the Department needs to coordinate with general education and university education institutions to implement enrollment plans, career counseling, and orient learners to vocational education.
Regarding Hanoi Capital University, Mr. Tran Si Thanh requested to coordinate with the Department of Education and Training, the Department of Finance and related units to submit to the city the assignment of training tasks for pedagogical students, and register enrollment quotas according to the instructions of the Ministry of Education and Training.
The Directive also clearly states the requirement to facilitate travel and accommodation for candidates and their relatives at all exam locations; mobilize and support candidates who are children of poor households, in remote areas, candidates with disabilities, and candidates residing in areas affected by natural disasters to participate in the exam.
"No candidate will be allowed to drop out of the exam due to financial or travel difficulties," the Directive states.
2025 is the first year to organize the high school graduation exam and university and college entrance exam according to the 2018 general education program. Candidates will take the graduation exam with 4 subjects including compulsory math, literature and 2 elective subjects from the subjects studied in high school.
High school graduation results are a combination of this exam result and academic transcript score.
According to the draft regulations on university and college admissions in 2025, the Ministry of Education and Training proposed to reduce the early admission quota of schools to 20%. This means that 80% of the remaining quota will be for admission based on high school graduation exam scores.
Every year, Hanoi is the locality with the largest number of candidates taking the high school graduation exam, accounting for about 10% of the total number of candidates nationwide.
