Transparency, tightening financial discipline
The province has established steering committees from the provincial to district levels. On May 10, 2024, the Provincial People's Committee issued Plan No. 89/KH-UBND on implementing the Project on General Inventory of Public Assets under Decision No. 213. In which, agencies, organizations and units establish public asset inventory teams, review data, original price, remaining value, year of putting assets into use, and prepare prescribed forms at their units to carry out the general inventory from the first day of 2025.

At the same time, the province has synchronously deployed propaganda activities, thoroughly grasping the Project to all cadres, civil servants, and public employees of departments, branches, units and localities. The Department of Finance, as the standing agency of the Steering Committee, has proactively issued detailed guidance documents, provided forms, inventory records and results reports. At the same time, training on how to use the general inventory software of the Ministry of Finance has helped units master the process and carry out inventory effectively.
Mr. Nguyen Van Thoan, Head of the Department of Price Management, Public Assets and Enterprise Finance, Department of Finance said: One of the important goals of the inventory work is to improve transparency in public asset management. The inventory results help the provincial government have a basis to propose plans to arrange and handle assets that are no longer in use or are degraded, avoiding loss of state assets. Excess assets that are no longer in use will be proposed to be transferred, liquidated or auctioned according to regulations.
At the meeting of the Steering Committee for the inventory of public assets at agencies, organizations, and units of infrastructure assets invested by the State under the management of Tuyen Quang province on January 20, Comrade Nguyen Manh Tuan, Standing Vice Chairman of the Provincial People's Committee assigned the Department of Finance to preside over and coordinate with relevant agencies and units to urge agencies, organizations, and units to promptly complete the registration of inventory subjects and direct agencies, organizations, and units that are inventory subjects to promptly review and perform public asset accounting in accordance with the instructions of the Ministry of Finance and the direction of the Provincial People's Committee; right during the inventory process, if assets are discovered to be unused, used for the wrong purpose, or used ineffectively, they must be promptly handled according to authority, or reported to competent authorities for handling, without waiting until the end of the general inventory; For agencies, organizations and units that merge, consolidate, terminate operations, or transfer functions and tasks to other agencies, organizations and units due to organizational restructuring or administrative unit arrangement, a general inventory shall be conducted until the official merger, consolidation or termination of operations, and at the same time, the responsibility for handing over the work that has been and is being implemented to the new agency, organization or unit shall be taken.
Towards effective and sustainable public asset management
The process of inventorying public assets in Tuyen Quang has achieved many positive results, but there are still some shortcomings that need to be overcome. Many inventory teams are still confused in reviewing and updating the number of assets subject to inventory. Some units have not registered the correct type of asset report according to the assigned management list. In addition, asset management at some units is not timely, there are still situations where assets are damaged and cannot be used or assets that can still be used but are not used for the right purpose.
In particular, inventorying some special types of assets is difficult, such as dikes and dams built many years ago with contributions from the people, or complex traffic infrastructure systems that are difficult to determine their original value...
Faced with the above-mentioned shortcomings and limitations, the Department of Finance has assigned staff in charge of guiding and supporting the confused inventory teams; at the same time, proactively discussing difficulties regarding some of the above-mentioned types of assets with relevant departments and branches such as the Department of Transport, Department of Industry and Trade, Department of Culture, Sports and Tourism, Department of Agriculture and Rural Development. Immediately after that, the departments issued documents guiding the implementation of the general inventory for each type of specialized assets, contributing to removing difficulties in the inventory process.
As of February 4, the province had inventoried 879 accounts, of which 34 were from the general unit and 845 were from the direct inventory unit. The total number of registered asset reports was 1,301, with 10,580 assets having data entered into the general inventory software system.
According to the plan, Tuyen Quang strives to complete the inventory work according to Decision 213 of the Government before March 31, and at the same time complete the inventory report to send to the Ministry of Finance in June 2025. In the coming time, the province will continue to improve the mechanism and policies for public asset management, strengthen inspection and supervision, and at the same time encourage the participation of people and organizations in supervision work, contributing to building a transparent and effective public administration.
