Mr. Nguyen Thai Hoc chaired the meeting and dialogue with businesses and investors in the province; also attending were Mr. Tran Dinh Van, Standing Deputy Secretary of the Provincial Party Committee; Vice Chairmen of Lam Dong Provincial People's Committee, along with directors of departments, branches; leaders of districts and cities in the province.

The meeting was attended by representatives of more than 30 businesses and investors in Lam Dong province. At the beginning of the meeting, the acting Secretary of Lam Dong province wished to listen to the opinions of businesses frankly.
After nearly 3 hours, there were 13 opinions raising difficulties and obstacles in investment, production and business. Many of them were related to land procedures, land planning, overcoming violations in the investment process, mineral planning, new tourism services... There were enterprises requesting land lease extensions but they were not resolved or were resolved slowly; the avoidance, shirking of responsibility, and intentional difficulties caused by a part of agencies and officials towards enterprises made investors angry. There were cases where the dossier was sent back and forth many times but there was still no decision from the Provincial People's Committee for enterprises to continue investing in the project...
After listening to the businesses' statements and the responses of the leaders of the relevant departments, Mr. Hoc said that the coordination between the authorities at all levels, departments and branches was not good. There was no friendliness, sharing and accompanying with businesses in the process of investment procedures.

Mr. Hoc noted that there are projects that have lasted for 13 or 14 years and are still being pursued, showing the dedication of businesses. He affirmed that Lam Dong is very receptive, respectfully acknowledges frank and dedicated opinions and always accompanies businesses, hoping that businesses will develop with the support of the government.
“Through the statements of the enterprises, we see the difficulties and obstacles, partly the responsibility of the authorities at all levels; not clarifying, not fulfilling their responsibilities well, slow in considering and resolving the enterprises’ recommendations. It is important to note that time is the enterprises’ money, and not paying attention to resolving them is not acceptable. The difficulties will affect the investment environment,” Mr. Hoc shared.
He also said that it is necessary to review the working attitude of cadres and employees who sometimes respond very coldly, lacking in sharing and accompanying businesses. Therefore, difficulties and obstacles are difficult to overcome. In addition, there is a situation of avoidance, pushing, and not daring to do things among the cadres. "We will gradually rectify this situation. The Provincial Party Committee has just issued Directive 34, which clearly states 3 things to do, 4 things to avoid. Departments, branches, and authorities need to have many forms of contact with businesses, such as business coffee, to grasp the thoughts and aspirations of businesses," said Mr. Hoc.
A business director expressed his concerns at the meeting.
According to Mr. Hoc, through the meeting and discussion, many enterprises did not comply with the law, were punished, had their projects revoked, and were forced to dismantle illegal constructions. This is what makes the investment and business environment in the area unhealthy. Enterprises need to comply with legal regulations, and if they do the right thing, they must be respected and protected. When enterprises do the right thing, but any officials or agencies are corrupt or negative, we ask that enterprises report it and commit to strict handling.
Therefore, it is necessary to look at the responsibilities of both sides, the government and businesses. Specifically, the government accompanies businesses; what is right is respected, what is wrong is not done. “We will do our best to create an open, transparent, fair and effective investment environment. Businesses should trust us,” Mr. Hoc affirmed.
