On the morning of May 19, at the 15th Session (special session), the 10th Ho Chi Minh City People's Council, term 2021 - 2026, unanimously approved the City People's Committee's proposal on the project to increase exploitation capacity and ensure traffic safety in the city.

According to the Ho Chi Minh City People's Committee, currently, in the city, there are a number of roads with small cross-sections, the road surface is often flooded, and there are no utility works on the route. The traffic light system at intersections is not complete, becoming a black spot for traffic accidents, potentially causing safety risks for people.

The project is invested to improve the exploitation capacity on routes that often cause traffic jams, black spots of traffic accidents, and routes that often have traffic accidents.

This project aims to ensure traffic safety at crowded intersections where traffic accidents are likely to occur, facilitate traffic regulation, and contribute to reducing traffic accidents at intersections without traffic lights; help people and goods move smoothly and conveniently.

The project is invested by the Road Traffic Infrastructure Management Center with a total investment of 350 billion VND from the city budget.

During the implementation process, the project will renovate and upgrade National Highway 50 from Nguyen Van Linh to Road No. 10 with a scale of 870m x 11m.

Renovating and upgrading Provincial Road 15, from Nguyen Van Kha Street to Ben Co Hamlet Office and from Rach Son Bridge to Cu Chi District Martyrs Cemetery (including renovating and expanding Rach Son Bridge) with a scale of 4,785m x 11m.

Renovation and upgrading of the underpass under Phu Huu bridge at Lien Phuong roundabout (Thu Duc City) with a scale of 600m x 8.85m.

Constructing a new Kenh Te bridge access road (District 7 side), with a scale of 1500m x 9m.

Construct 2 pedestrian bridges at locations on National Highway 1K (near Xuan Truong Secondary School, Thu Duc City) and on Provincial Road 8 (in front of Trung Phu High School, Cu Chi District).

Along with that, traffic light systems were installed at 76 intersections in the city.

Regarding the implementation capital, the Ho Chi Minh City People's Committee said it is expected to be arranged based on the ability to balance the city's budget capital in the medium term 2021 - 2025 and 2026 - 2030. Accordingly, 3 billion VND will be arranged in 2024, more than 292.3 billion VND in 2024 and more than 54.6 billion VND in 2025.

Apply 0 VND fee to 5 types of public administrative procedures

Also at the meeting, the Ho Chi Minh City People's Council passed a resolution regulating the fee collection level in performing administrative procedures applying online public services in Ho Chi Minh City.

The Ho Chi Minh City People's Committee proposed a fee collection rate of 0% (0 VND) for 5 types of fees under the decision-making authority of the Ho Chi Minh City People's Council in performing administrative procedures applying online public services.

Accordingly, 5 types of fees proposed to be charged at 0 VND include: civil status fee; fee for granting work permits to foreigners working in Vietnam; business registration fee; fee for granting certificates of land use rights, house ownership rights, assets attached to land; fee for granting construction permits.

According to the HCMC People's Committee, the revenue from the above 5 types of fees accounts for 0.76% of the total revenue from fees and charges. When applying the zero-VND rate for the above procedures, the HCMC budget revenue will decrease by about 43 - 45 billion VND/year, without significantly affecting the HCMC budget revenue.

At the same time, this facilitates people and businesses to carry out administrative procedures online.
