On a Sunday in mid-March, Ms. Nguyen Thi Minh Phuong went to apply for a CCCD at the headquarters of Phuong Duc Ward Police (Thuan Hoa District). All procedures and stages of issuing a CCCD were carried out quickly and professionally. "Organizing the issuance of CCCDs on weekends also aims to create more favorable conditions for people, especially those who often go to work during office hours on weekdays," Ms. Phuong shared.
Lieutenant Colonel Tran Van Luyen, Chief of Duc Ward Police, informed that recently, the unit has directed the local police force to conduct basic investigations, review all citizens who are eligible for CCCD issuance, aged 14 and above, and citizens whose CCCD has expired. On that basis, the unit has focused on propaganda and directed officers and soldiers to "Go to every alley, knock on every door" to invite citizens to the Ward Police headquarters to issue CCCD according to the prescribed schedule. In addition, the preparation of human resources and facilities has also been ensured to the best, in order to create the most favorable conditions for citizens when coming to apply for CCCD issuance.
In Huong Xuan Ward (Huong Tra Town), in order to help 9th grade students have full identification documents for the upcoming 10th grade entrance exam, the Department of Administrative Management and Social Order of Hue City Police has arranged a working group to coordinate with Huong Xuan Ward Police to collect applications for CCCD issuance outside of office hours at the headquarters.
“Due to the tight school schedule and review time, the police officers created conditions for us to get our CCCDs issued in the evening. The procedures were quite simple and quick,” said Hoang Minh Khanh, a student at Nguyen Khanh Toan Secondary School.
Facilitate people
According to information from Hue City Police, in order to thoroughly implement the policy of not allowing interruptions in the process of handling administrative procedures; at the same time promptly meeting the needs of granting, exchanging and re-granting ID cards, the City Police have launched a peak period of receiving applications for mobile ID cards to serve the needs of local people.
On that basis, the unit has mobilized maximum forces and means and assigned ID card issuance teams to work all days of the week, including Saturdays, Sundays and holidays with the motto "End of work, not end of hours"; at the grassroots level, coordinate with the commune-level police to collect ID card issuance applications to best serve the needs of citizens.
In order to effectively implement the issuance of CCCD, the Department of Administrative Management of Social Order, Hue City Police also coordinated with the Commune Police to review and make a list of citizens who have not yet been issued ID cards, are in particularly difficult circumstances and have limited mobility. At the same time, the local police were assigned to inform each residential group and household about the operating hours of the mobile ID issuance team.
Preliminary statistics in March 2025, with proactive and flexible implementation of solutions, Hue City Police have received more than 10,000 applications for CCCD cards. Of which, mobile working groups have received and processed about 2,500 applications at commune level, significantly contributing to reducing congestion at public reception points, creating favorable conditions to help shorten travel and waiting time for people.
