Delegate Tran Hoang Ngan - Ho Chi Minh City delegation expressed his agreement with the basic contents of the Government's report and the verification report of the National Assembly's Economic Committee. "I am really pleased with the results we have achieved, the economy continues to maintain a fairly good growth rate in the context of the world economy slowing down" - Mr. Ngan said.

However, the delegation of Ho Chi Minh City also expressed concern about the existing problems, especially the high number of enterprises withdrawing from the market, many unfinished investment projects and ineffective use of public assets.

Mr. Ngan especially appreciated the 11 solutions that the Government reported to the National Assembly, especially the short-term solutions. We continue to implement an expansionary, controlled fiscal policy and a flexible, effective monetary policy according to the inflation target.

The Government also proposed and implemented the continued exemption and reduction of taxes, fees, land rents and, in the immediate future, a 2% reduction in value added tax. We continue to restructure debt, stabilize exchange rates, stabilize interest rates, and control inflation. These are solutions that delegates strongly support.

According to Mr. Tran Hoang Ngan, the world today is changing very rapidly, especially in the last 5 years since the Covid-19 pandemic, so we need to have compatible solutions.

Specifically, Mr. Ngan said, the first characteristic is that the current global economy is unpredictable, uncertain, and has very short survival opportunities. Therefore, our institutions must increase decentralization and decentralization to localities to promote the initiative, dynamism, and creativity of localities. Prices also change rapidly, so we need to soon legalize specific mechanisms and policies for public investment procedures regarding total investment capital or procedures for adjusting local planning.

The second characteristic is that today's world economy is showing many forms such as arms race, geopolitical conflict, global trade competition, competition between major countries. Therefore, it is easy to lead to supply chain disruption.

"We must control the openness of the economy, pay attention to the domestic market of 100 million people, especially the growing middle class today. Furthermore, we need to prioritize trade promotion for the domestic market, neighboring markets, ASEAN regional markets, Chinese markets, Indian markets..." - Mr. Ngan suggested.

The third characteristic is that today's climate change is extremely severe, with extreme weather and unusual natural disasters. Therefore, it is recommended that in allocating investment capital, we must pay attention to localities that are severely affected by climate change, specifically the Mekong Delta.

The world also requires Vietnam's export goods to ensure green criteria, so we must support Vietnamese enterprises to make green transitions, use clean energy and clean raw materials. At the same time, we must develop the carbon credit market as soon as possible, in which we pay attention to carbon credits in the agricultural sector, which is Vietnam's strength, to help farmers gain double profits, both profits from agricultural products and profits from carbon credits.

The fourth feature is that the 4.0 industrial revolution is developing very rapidly today, changing the world in both socio-economic and daily life with artificial intelligence, big data, Bigdata, Blockchain, Internet of Things... creating huge challenges for the country.

"However, Vietnamese people with their intelligence will certainly adapt to the 4.0 industrial revolution. The problem is that we must have policies and mechanisms to attract high-quality human resources, attract talents and, more importantly, invest heavily in the fields of education, training, vocational training and science and technology," Mr. Ngan emphasized.
