According to the report of the People's Committee of Thang Binh district, the construction section of the railway overpass in Binh Quy commune under the project to renovate and upgrade National Highway 14E has 59 households affected (63 plots), the recovered area is 4,734.4m2 . The total length of the bridge and the approach road is 399.12m, the design of the access road on both sides is a retaining wall, the structure of the road surface is asphalt concrete.
Regarding land clearance, up to now, 45 households (48 plots) have approved 3 compensation plans within the land clearance line, with a total amount of more than 10.5 billion VND. Of which, 7 households (9 plots) have agreed to receive the money, while the remaining 38 households (39 plots) have not agreed because the compensation price is low. At the same time, households also have opinions that opening an overpass will limit the living and trading conditions of their families.
At the dialogue, Mrs. Huynh Xuan Hien's household said that it had a total land area of more than 400m2 , of which more than 200m2 were recovered. Her household has many children, so it will affect her children's future house building. She hopes that the area will be supplemented with other land sources for her children to build houses.
Mr. Phan Van Thong’s family said that the compensation was low, so he did not agree and did not sign to receive the money. The house is about 30m long, was hit by 6.5m, so now it has to be demolished to rebuild. “However, the compensation for my family is only about 250 million VND, the low price is not enough to cover the foundation. Therefore, the locality needs to adjust the price and put itself in the position of the people to understand,” said Mr. Thong.

Mr. Nguyen Thien Quang's family said that the purpose of buying the land was to build a house. But now that all the neighbors have left, his family cannot build a house alone. For the resettlement areas of Groups 3 and 4, the legal aspects need to be clearer so that people can understand and feel secure in handing over the land to the construction unit.
Need public consensus
Railway overpasses in general, and railway overpasses at km15+615.32, National Highway 14E in particular, are a type of bridge built to cross railways, replacing level crossings.
Therefore, the North-South railway overpass at the above location is to avoid intersections between roads and railways, to prevent unsafe traffic between roads and railways, to effectively promote the speed of trains and vehicles participating in traffic on the road. To create favorable conditions for the transportation of goods by both road and rail, to develop the economy - society and ensure security - national defense.
Mr. Dang Tan Duc - Chairman of Binh Quy Commune People's Committee said that currently, only 9 households have registered and 3 households have expressed their desire to resettle elsewhere. In the past, the locality has organized many dialogue sessions but has not yet received consensus; the people have made many recommendations, but the commune cannot act outside the provisions of the law.
“National Highway 14E is seriously degraded, so I hope people will share, support and accompany the government to soon hand over the site so that the construction unit can soon complete the road. With its authority, the commune will create the best conditions to ensure the rights of the people,” Mr. Duc shared.
According to Mr. Que Hai Trung - Deputy Director of Project Management Board 4, the project to renovate and upgrade National Highway 14E is implemented with medium-term capital for the period 2021 - 2025. Therefore, the time to implement the project is not much. In particular, the railway overpass cannot change the investment plan. If the project is not completed in 2025, the Ministry of Transport will withdraw capital and hand it over to the province to be responsible for investment.
Mr. Trung added that the overpass project will impact the people, causing certain disadvantages such as disrupting their lives... On the contrary, the completed construction project will bring great benefits to the community, such as developing urban infrastructure, ensuring traffic safety, reducing environmental pollution...
Mr. Vo Van Hung - Chairman of the People's Committee of Thang Binh district said that the land acquisition for the construction of the railway overpass will more or less affect some households who are doing business; commuting to school and production will also be further away. On the contrary, the benefits are huge, the community will benefit. As for the compensation and support prices, the locality will certainly apply what is most beneficial but must follow the provisions of the law.
Regarding the results of the measurement and inventory records, the people still have some disagreements. The district requests relevant agencies and units to check and resolve them satisfactorily. Any household wishing to resettle elsewhere should submit an application for consideration and resolution by the competent authority.
