In particular, Mr. Dung requested to urgently resolve the "leopard skin" situation and hand over the non-contiguous land to ensure construction conditions. Especially for the railway overpass, he requested the Secretary of the District Party Committee and Chairman of the People's Committee of Thang Binh District to focus, resolutely direct, urgently organize the implementation to complete and hand over the entire land area of the railway overpass to start construction.

"In cases of deliberate procrastination and failure to comply with the approved compensation plan, we must promptly organize construction protection or enforce land recovery in accordance with regulations, ensuring the above-mentioned time. If any locality fails to ensure progress, it will take full responsibility before the Provincial Party Committee Standing Committee and the Provincial People's Committee Chairman," Mr. Dung directed.

The head of the Quang Nam provincial government requested the Department of Natural Resources and Environment to regularly preside over and coordinate with relevant departments and branches to organize field inspections, provide guidance on resolving and removing difficulties and obstacles for localities in the work of compensation, site clearance and resettlement of the project according to their authority; promptly advise and propose to the Provincial People's Committee to direct the resolution of difficulties and problems arising during the implementation process.

Quang Nam Electricity Company, Quang Nam Telecommunications, Viettel Quang Nam urgently and actively coordinate with the locality, Project Management Board 4, and related units to relocate the entire power system and telecommunication cables, and Quang Nam Water Supply and Drainage Joint Stock Company urgently relocate the entire affected clean water system in Thang Binh district, not to affect the construction of the National Highway 14E Renovation and Upgrade Project.

Project Management Board 4 actively coordinates with localities and related units in the process of implementing compensation and site clearance; at the same time, directs construction units to arrange adequate means, equipment, and human resources to urgently organize and complete construction of each item and section of the project to ensure traffic safety and environmental sanitation; fully implement measures to ensure traffic safety on the road in operation, minimizing negative impacts on people's lives and activities, especially during the upcoming Lunar New Year - 2025.

The Department of Transport monitors, actively supports, and resolves documents and procedures for agencies, units, and localities in the process of implementing compensation, site clearance, and relocation of technical infrastructure; at the same time, regularly monitors, guides, inspects, and supervises Project Management Board 4 during the project implementation process to ensure traffic safety, environmental sanitation, and serve the travel needs of the people.
