According to the People's Committee of Quang Nam province, the project to renovate and upgrade National Highway 14E (section km15+270 - km89+700) has been approved by the Ministry of Transport in Decision No. 1070, dated August 4, 2022 and the Vietnam Road Administration (investor) has approved the construction drawing design and estimate. This project is under construction.

QL14E is an important East-West horizontal traffic route through Quang Nam, connecting with vertical routes such as Vo Chi Cong Road (Vietnam coastal road), QL1, Da Nang - Quang Ngai Expressway, Truong Son Dong Road and Ho Chi Minh Road. The volume of goods transported on QL14E is increasing because it is located on the freight route from Nam Giang International Border Gate (via QL14D), Bo Y International Border Gate (Ngoc Hoi District, Kon Tum Province) to Chu Lai seaport and vice versa.

Under the authorization of the Provincial People's Committee, the Department of Transport of Quang Nam issued Official Dispatch No. 1636, dated June 8, 2022, to Project Management Board 4 (Vietnam Road Administration) for comments on the project. In particular, the department proposed to renovate the road surface with 2 layers of asphalt concrete to ensure the increasing demand for freight transport on the route.

However, the approved construction drawing design documents only have 1 layer of asphalt concrete (50cm thick crushed stone layer, 1 layer of 7cm thick asphalt concrete). During the monitoring and management process, due to the rapid increase in traffic volume on National Highway 14E, the People's Committee of Quang Nam province issued Official Dispatch No. 7291, dated October 26, 2023, requesting the Ministry of Transport to consider adding a second layer of asphalt concrete to the project.

According to the report of the Department of Transport in Official Dispatch No. 5251, dated December 19, 2024, the vehicle counting data on National Highway 14E in the fourth quarter of 2024, at the vehicle counting station km15+100 (in Binh Quy commune, Thang Binh) had an average traffic volume of 2,199 cars/day and night. Thus, the traffic volume increased 1.18 times compared to the third quarter; of which, heavy trucks with 3 axles or more were 546 vehicles, 1.5 times higher than the third quarter (355 vehicles).

Through monitoring, the increase in heavy truck traffic is due to the appearance of ore-carrying trucks traveling from National Highway 1 ↔ National Highway 14E, Ho Chi Minh Road ↔ Bo Y Border Gate. Currently, National Highway 14E is under construction, making travel difficult, so the ore-carrying trucks have temporarily stopped passing through.

However, when the project to renovate and upgrade National Highway 14E is completed, traveling on this route will be convenient and the flow of ore trucks will be very large. Therefore, it is necessary to add a second layer of asphalt concrete to ensure sustainability during the mining process, increase load-bearing capacity and limit damage to the structure.
