In 2012, the People's Committee of Quang Ngai province had a policy to invest in the Chu Van An road project (section from Hung Vuong to Hai Ba Trung) and Nam Hai Ba Trung residential area with a total investment of about 320 billion VND.
The project was initially assigned to the People's Committee of Quang Ngai City as the investor. In 2015, the People's Committee of Quang Ngai Province "changed its mind" and assigned both projects to Quang Ngai Investment, Construction and Service Trading Company Limited (QISC) as the investor. The project officially started in 2016.
In 2020, the People's Committee of Quang Ngai province transferred the project to Quang Ngai City as the investor (construction of the section from Ngo Sy Lien to Hai Ba Trung).
Accordingly, Quang Ngai City divided the project into 10 packages, including 2 construction packages. However, by the end of 2023, the contractor had only completed about 150m of the road surface, the rest of the project was "shelved", the construction site was in disarray.
For many years, the project has been unfinished, people in the project area and traffic participants have had to endure the “dusty sun, muddy rain”. Many households subject to relocation have not been granted resettlement land (TDC) or compensated.
According to the reporter's records, there were no signs of construction at the construction site, only a few drainage pipes that had been left for too long, and weeds growing wildly.
According to the People's Committee of Quang Ngai province, the goal of the Chu Van An extended road project is to connect the core area of Quang Ngai city with the northern bank of Tra Khuc river, especially promoting the effectiveness of the Thach Bich bridge project. However, after nearly 12 years since the policy was issued and 9 years of launching, the project has not yet reached its completion date.
The reason for the project's delay is due to problems with compensation, site clearance and some other reasons. Up to now, the project has only established and approved 5 compensation, support and resettlement plans, paying money to 56/90 households with a value of more than 23.5/33.7 billion VND.
In addition, some cases have agreed to the compensation and resettlement plan. But in reality, the government has not arranged resettlement. Over time, problems have arisen when the land allocation plan issued ten years ago had a very low land use fee, now if the actual land allocation price increases, people do not agree.
The project is stagnant, in 2023, the People's Committee of Quang Ngai province directed a comprehensive inspection of the project and proposed solutions to restart the project.
The decision was issued in March 2024, but after 7 months the construction site has not changed. The fate of the road is still hanging in the balance with no completion date set.
