More than 160 hospital staff are owed wages

On January 13, Ms. Pham Thi Phuong Hanh, Director of Ninh Binh Department of Health confirmed that the information that officers and employees of Nho Quan District General Hospital have been owed salaries from September 2023 to present is true.

Nho Quan District General Hospital has recently encountered many difficulties in balancing financial resources to pay salaries to staff.

According to Ms. Hanh, after learning about the incident, the Ninh Binh Department of Health, together with related agencies and units, sought to resolve the salary issue for officers and employees of Nho Quan District General Hospital.

"We have found a source to pay salaries for workers at Nho Quan General Hospital by advancing the first quarter of 2024 from the Social Insurance Agency. It is expected that workers will receive their salaries early next week," said Ms. Hanh.

According to the investigation of the reporter, from September 2023 to now, more than 160 officers and employees of Nho Quan General Hospital have not received their salaries. The reason is that the financial autonomy of this hospital is facing many difficulties, the hospital cannot balance its own funds to pay salaries, leading to salary arrears.

Many times owed wages

The situation of unpaid salaries of staff at Nho Quan General Hospital has occurred many times. At the end of 2022, more than 180 staff of this hospital were also owed salaries for many months. From 2023 to January 13, 2024, there were 2 more unpaid salary periods, and then the Ninh Binh Department of Health had to intervene to find a source to balance and pay salaries to workers.

The main reason for the repeated occurrence of unpaid wages at Nho Quan General Hospital is that since 2019, the hospital has implemented a 100% financial autonomy mechanism (no longer receiving salaries from the state budget), but medical examination and treatment activities have decreased at many times, leading to a decrease in revenue, so there are times when the source of salary payment is not balanced.

Due to difficulties in implementing financial autonomy, from 2022, Nho Quan General Hospital has requested the Ninh Binh Department of Health and the Ninh Binh Provincial People's Council to change from 100% financial autonomy to 70% financial autonomy. However, so far, the competent authorities of Ninh Binh province have not agreed.
