Central Highlands provinces speed up public investment disbursement

(PLVN) - In the first quarter of 2025, Dak Lak led the Central Highlands region in terms of public investment disbursement rate with nearly 20% of the plan. Gia Lai and Dak Nong are also striving to stick to the target of public investment disbursement for the year.

Leading the disbursement rate of public investment capital in the Central Highlands region is Dak Lak. In 2025, the total public investment plan in the area is 9,401 billion VND, of which the central budget capital is more than 5,440 billion VND, and the local budget is nearly 3,966 billion VND.

As of March 25, Dak Lak has disbursed nearly VND870 billion, reaching 12.4% of the plan, up 2.1% compared to the previous month. If calculated according to the capital allocated by the Central Government, the province's disbursement rate reached 19.5% of the plan (according to the Ministry of Finance's report), higher than the national average of 12.18%, ranking first in disbursement among the 5 Central Highlands provinces.

The province has proactively assigned capital plans from the beginning of the year, and at the same time established a working group to inspect and remove difficulties at each project, contributing to increasing disbursement speed.

Meanwhile, as of April 7, Lam Dong province has only disbursed VND474.4 billion out of a total of more than VND9,340 billion in planned capital for 2025 and capital extending from 2024, reaching only 5.1% of the plan.

The main reason for Lam Dong's low disbursement rate is that the two key expressway projects, Tan Phu - Bao Loc and Bao Loc - Lien Khuong, are still in the investment preparation stage and cannot be disbursed. In addition, many large projects have not completed site clearance or lack construction materials, causing delays in acceptance and capital payment.

In Gia Lai, the province's 2025 target is to disburse at least 95% of the assigned plan, in line with the spirit of "taking public investment to lead social investment, activating all development resources".

The leaders of Gia Lai province have proposed many drastic solutions, including the establishment of 4 working groups to inspect, urge, and remove difficulties and obstacles in the disbursement of public investment capital and state budget collection in 2025 in the area. The working groups will conduct periodic inspections from the 10th to the 25th of each month. The inspection results and proposed solutions will be sent to the Chairman of the Provincial People's Committee within 5 working days from the end of the inspection.

Another province in the Central Highlands, Dak Nong, has also achieved positive results in disbursing public investment capital. As of March 28, 2025, Dak Nong disbursed VND 192/4,041.4 billion, reaching 4.76% of the plan. In the coming time, the province aims to disburse at least 90% of the assigned capital plan by the end of the fourth quarter of 2025 and reach 100% by January 31, 2026.

To achieve the above goal, the People's Committee of Gia Lai province has issued a detailed disbursement progress plan for each month of each project assigned to the 2025 public investment plan starting from June 2025. As soon as the volume is available, promptly organize acceptance, complete documents and procedures to send to the expenditure control agency for immediate payment, not to accumulate at the end of the year. Dak Nong province's leaders determined that accelerating progress must be associated with ensuring the quality of works and projects, avoiding negativity, loss, waste...

In case of failure to fully disburse the assigned public investment plan without force majeure reasons, or failure to promptly report to competent authorities, the Provincial People's Committee will consider and strictly handle the responsibilities of relevant organizations and individuals...
