Quang Nam: Effective model of self-management team for border lines and national border markers

Quang Nam has two borders with a length of 245.572km, including 163 villages and blocks belonging to 30 communes and wards of 8 districts, towns and cities. Of which, the sea and island border is 88.15km long; the land border adjacent to Sekong province/Laos is 157.422km long, belonging to the two districts of Nam Giang and Tay Giang, where the Co Tu and Gie Trieng people live.

Implementing Directive 01/CT-TTg, border districts, towns and cities have coordinated with the provincial Border Guard to maintain management of 245.572km/245.572km of border (157.422km of border; 125km of coastline/88.15km of border); established and effectively maintained 72 groups/974 households/1,173 individuals registered for self-management of border lines and national border markers (26 groups/600 households, 39 individuals on the sea route; 46 groups/374 households/1,134 members/60 national border markers on the border route); established 76 groups of united and safe boats/638 boats/3,591 members; 161 teams/2,641 members of self-managed security and order teams (105 teams/1,356 members on the sea route; 56 teams/1,285 members on the border route).

Every month, the government, the Fatherland Front and socio -political organizations of border communes and wards coordinate with the Border Guard stations to organize activities and assign tasks to border self-management teams, border markers, members of security and order self-management teams and boat teams to promote solidarity and safety.

The functional forces have organized 20,841 teams/73,221 officers and soldiers/970 vehicles to patrol, inspect, control, and conduct bilateral patrols to protect border security and sovereignty , the border system, landmarks, sea areas, and islands.

Forces, departments, branches, organizations and localities proactively prepare forces and means, closely coordinate and cooperate with the Provincial Border Guard in promptly and effectively responding to and handling incidents, natural disasters and search and rescue.

In addition, the functional forces regularly exchange, grasp the situation, closely coordinate with the provincial Border Guard to handle 599 cases/1,034 subjects of crimes and other law violations; coordinate with the provincial Police in advising on the location of the Liaison Office for drug prevention and control and cross-border crime and implement the clever "Border Shield" model of the provincial Police force in border communes. Coordinate to seize 20.809 kg of Ketamine drugs drifting ashore and many other typical cases...

The Provincial People's Committee assessed that during the implementation of Directive No. 01/CT-TTg, with the coordination of the Border Guard Command, the Party Committee, the government, the army and the people of Quang Nam province always promoted the tradition of solidarity, overcame all difficulties, determined to develop the economy, ensure national defense - security, and maintain national border sovereignty.

The two border areas of the province are basically stable, the relationship between the two sides of the border is maintained, solidarity, friendship, cooperation and development are always maintained, people's lives are improved, and the "People's Border Defense" posture is increasingly solid.

In the coming time, the province will continue to thoroughly grasp the Party's guidelines and policies, the State's policies and laws, border agreements and regulations. Research and comprehensively innovate forms and measures of national border management and protection to ensure quality and be in line with the actual situation; grasp and flexibly apply policies and measures, effectively handle situations, not allowing hostile and reactionary forces to take advantage of creating "hot spots" on the border, islands and key areas; resolutely and persistently protect territorial sovereignty, environmental resources and national interests in all situations.
