Mr. Nguyen Hoa Binh, Mr. Ho Duc Phuc, and Mr. Bui Thanh Son were appointed as deputy prime ministers.

At the 8th extraordinary session of the 15th National Assembly on August 26, the National Assembly approved Mr. Nguyen Hoa Binh , Chief Justice of the Supreme People's Court; Mr. Ho Duc Phoc, Minister of Finance; and Mr. Bui Thanh Son, Minister of Foreign Affairs, as Deputy Prime Ministers.
The resolution on approving the appointment of Mr. Nguyen Hoa Binh, Mr. Ho Duc Phoc, and Mr. Bui Thanh Son as Deputy Prime Ministers was passed by the National Assembly with 432/432 delegates voting in favor. Along with approving the appointment of the position of Deputy Prime Minister, the National Assembly also voted to dismiss Mr. Nguyen Hoa Binh as Chief Justice of the Supreme People's Court. Regarding Mr. Ho Duc Phoc and Mr. Bui Thanh Son, the National Assembly has not yet dismissed the positions of Minister of Finance and Minister of Foreign Affairs. Therefore, Mr. Ho Duc Phoc and Mr. Bui Thanh Son will hold these positions concurrently after being appointed as Deputy Prime Ministers. Previously, the National Assembly also dismissed Mr. Le Minh Khai and Mr. Tran Luu Quang as Deputy Prime Ministers. Mr. Le Minh Khai was approved by the Party Central Committee to resign from the positions of member of the Secretariat and member of the 13th Party Central Committee at the Central Conference on August 3. Mr. Khai was also disciplined by the Politburo with a warning for violations related to the Dai Ninh project ( Lam Dong province) during his tenure as the Government Inspector General. On August 16, Mr. Tran Luu Quang was assigned and transferred by the Politburo to be the Head of the Central Economic Commission. Before approving the appointment of 3 new deputy prime ministers, the National Assembly also agreed to amend the resolution on the Government structure for the 2021-2026 term, thereby adding 1 deputy prime minister to the Government structure, increasing from 4 deputy prime ministers to 5 deputy prime ministers. After the National Assembly approved the appointment of 3 more deputy prime ministers, the Government has Prime Minister Pham Minh Chinh and 5 deputy prime ministers: Nguyen Hoa Binh, Tran Hong Ha, Le Thanh Long, Ho Duc Phoc (also Minister of Finance), and Bui Thanh Son (also Minister of Foreign Affairs).

Mr. Nguyen Hoa Binh (66 years old), hometown Hanh Duc commune, Nghia Thanh district, Quang Ngai province; Associate Professor - Doctor of Law, University of Security. Mr. Nguyen Hoa Binh was a member of the Party Central Committee for the 11th, 12th, and 13th terms; a member of the Secretariat for the 12th and 13th terms and a member of the Politburo for the 13th term. He was also a National Assembly delegate for the 13th to 15th terms. After graduating from Hai Phong Police College and then the People's Security University, Mr. Nguyen Hoa Binh worked in the police force in Quang Nam - Da Nang. After completing his postgraduate studies in the Soviet Union, in December 1991, Mr. Nguyen Hoa Binh worked at the Economic Police Department, Ministry of Public Security and held the position of director. From February 2006 to April 2008, Mr. Nguyen Hoa Binh was appointed Deputy Director General of the General Department of Police, Ministry of Public Security and concurrently Director of the Department of Investigation Police for Corruption Cases; was promoted to the rank of Major General of the Police (from April 2007). From April 2008 to July 2011, he was appointed as Deputy Secretary of the Quang Ngai Provincial Party Committee, then Secretary of the Quang Ngai Provincial Party Committee (from June 2010). In July 2011, after being elected to the 11th Party Central Committee, he was elected by the National Assembly as Chief Justice of the Supreme People's Procuracy and held this position until April 2016. From April 2016, after being re-elected to the 12th Party Central Committee, he was elected to the Secretariat of the 12th Party Central Committee, and was elected by the 14th National Assembly as Chief Justice of the Supreme People's Court for the 2016-2021 term. At the 13th Party Congress (January 2021), he was elected to the Politburo and continued to be elected as Chief Justice of the Supreme People's Court for the 2021-2026 term.
Deputy Prime Minister, Minister of Finance Ho Duc Phoc

Mr. Ho Duc Phoc (61 years old), from Quynh Thach commune, Quynh Luu district, Nghe An province; has a PhD in economics and a bachelor's degree in finance and accounting. He is a member of the Party Central Committee for the 12th and 13th terms; a delegate to the National Assembly for the 14th and 15th terms. Mr. Ho Duc Phoc grew up from the grassroots when he worked as the chief accountant of the Construction Enterprise (Construction Company 7, Nghe An) to the Cua Lo Town Construction Investment Project Management Board... before becoming Chairman of the People's Committee of Cua Lo Town (Nghe An). In 2007, he was Vice Chairman of the People's Committee of Nghe An province, became Chairman of the People's Committee of Nghe An province in 2010 and 3 years later became Secretary of the Nghe An Provincial Party Committee. In January 2016, Mr. Phoc was elected as a member of the Party Central Committee for the 12th term and became the State Auditor General in April of the same year. In January 2021, he was elected to the 13th Party Central Committee and then appointed to the position of Minister of Finance until now.
Deputy Prime Minister, Minister of Foreign Affairs Bui Thanh Son

Mr. Bui Thanh Son (62 years old), from Tay Mo Ward, Nam Tu Liem District, Hanoi; has a master's degree in international relations. He is a member of the Party Central Committee of the 12th and 13th terms; a delegate of the National Assembly of the 14th and 15th terms. Mr. Bui Thanh Son has been attached to and matured in the diplomatic sector for more than 30 years, holding many positions: Deputy Director of the Diplomatic Academy, Vietnamese Ambassador to Singapore, Deputy Director and then Director of the Foreign Policy Department; Assistant to the Minister of Foreign Affairs; Head of the negotiation delegation for the Comprehensive Partnership and Cooperation Agreement between Vietnam and the European Union (Vietnam - EU PCA Agreement). Mr. Bui Thanh Son spent more than 1 year studying Japanese in Japan (September 1988 - December 1989), and studied for a master's degree in international relations at Columbia University (USA) from September 1991 - June 1993. He is fluent in English and Japanese. He was first appointed Deputy Minister of Foreign Affairs in November 2009, at the age of 47, and was one of the youngest Deputy Ministers of the Ministry of Foreign Affairs. In 2021, after being re-elected to the 13th Party Central Committee, he was approved by the National Assembly to be appointed Minister of Foreign Affairs. Mr. Bui Thanh Son is the first Minister of Foreign Affairs who is not a concurrent Deputy Prime Minister in 15 years, from 2006 to 2021.
