Deputy Prime Minister Ho Duc Phoc requested Dong Nai province to promptly hand over sufficient land for the Bien Hoa - Vung Tau and Ben Luc - Long Thanh expressway projects to ensure timely construction, as there is not much time left to complete the projects.
On the morning of March 14, the Government's working group No. 6 led by Deputy Prime Minister Ho Duc Phoc had a working session with local leaders and investors on the progress and difficulties of the Ben Luc - Long Thanh and Bien Hoa - Vung Tau expressway projects.

The Ben Luc - Long Thanh Expressway has a total length of about 58km, passing through Long An, Ho Chi Minh City, and Dong Nai. Reporting at the meeting, Mr. Bui Xuan Dung, Deputy Minister of Construction, said that the total construction volume of the project has reached nearly 90%. Of which, many packages have been completed.
In particular, package J1 (Binh Khanh bridge) has reached 88.25% of its output and is expected to be completed in August. Package XL-NG51 (intersection with National Highway 51) was implemented in February and is expected to be completed in March. Package J3-1 (Phuoc Khanh bridge) is in the bidding process and is expected to be completed in September 2026. The first and last sections of the project, with a total length of 10.4 km, have been put into operation before the Lunar New Year. Relevant units are urging contractors to speed up the progress and strive to open the remaining sections to traffic by April 30.

The Bien Hoa - Vung Tau expressway is 54km long, passing through Dong Nai and Ba Ria - Vung Tau provinces, with a total investment of nearly 18,000 billion VND. Of which, the section passing through Dong Nai has component project 1 which is more than 16km long, component 2 which is more than 18km long. Component project 3 passing through Ba Ria - Vung Tau is nearly 20km long. The Deputy Minister said that this expressway will be basically completed in 2025 and put into use in 2026.
Regarding difficulties and obstacles, Deputy Minister Bui Xuan Dung said that in component project 1, there are still 760 households and some technical infrastructure items that have not been relocated. In addition, there is still a shortage of nearly 2 million m3 of land for construction.
In component project 2, there are still over 100 households and technical infrastructure that have not been relocated; there is still a shortage of about 2.9 million m3 of fill.

As for component 3, the progress is better, reaching 75%, with no more difficulties or problems, and efforts are being made to speed up the progress to technically open to traffic on April 30.
"We hope Dong Nai will speed up site clearance and quickly relocate technical infrastructure in March, especially power lines, to ensure timely construction. In addition, we also recommend that the locality soon support the filling soil and stone materials for the projects according to the Government's direction," said Mr. Bui Xuan Dung.
Responding to these issues, Mr. Duong Minh Dung, Vice Chairman of Dong Nai Provincial People's Committee, said that in May, the remaining 300m of land will be handed over for the Ben Luc - Long Thanh Expressway. For the expressway through Bien Hoa, the province committed to completing the handover of land in March. Regarding the technical infrastructure, component project 1 will be handed over in April; component project 2 will be handed over in July.
"The difficulties with the embankment have been basically resolved, but the contractor has not registered the specific quantity yet, so it cannot be allocated. We recommend that the contractor quickly register early. The Tan Cang 3, Tan Cang 7 and Tan Cang 9 mines are also supplying rock for the project," said Mr. Minh Dung.

Dong Nai province leaders also requested contractors to increase human resources and equipment to immediately construct the newly handed over sites.
Once committed, must carry out the plan as planned.
Mr. Ngo The An, Director of Dong Nai Traffic Construction Investment Project Management Board (investor of component project 1) said that although many efforts have been made, in reality many contractors have not complied and are slow in mobilizing personnel and machinery to construct the project.
"If next week the construction situation is still not satisfactory and the contractor refuses to work overtime as directed, a warning notice will be issued and disciplinary action will be taken according to the contract," said Mr. An.
Mr. Ngo The An, Director of Dong Nai Traffic Project Management Board, hopes that the locality will soon hand over the site and support the embankment.
After listening to reports from local authorities and investors, Deputy Prime Minister Ho Duc Phoc requested Dong Nai province to complete the handover of 300m of land for the Ben Luc - Long Thanh expressway in May as committed.
Regarding the Bien Hoa - Vung Tau expressway, the volume of site clearance is still large, the Deputy Prime Minister requested that it must be implemented quickly, impartially and transparently. He requested to increase propaganda and answer people's questions. "As long as we can mobilize propaganda, we must speak, act, and share so that people understand, and remove difficulties so that people voluntarily relocate," the Deputy Prime Minister emphasized.

The Deputy Prime Minister also shared his experience: "When I was in Nghe An, the Cua Lo port project had been stuck for many years in terms of land acquisition. My colleagues and I went to the site, knocked on the doors of each household, had a quick strategy, and encouraged the people. When the people agreed, we called in machines and equipment to work immediately, without delay."
From practical experience, the Deputy Prime Minister requested that investors and contractors must prepare personnel and equipment for construction when the site is available.
In recent days, Dong Nai province has stepped up propaganda and mobilization to get people to hand over land for the expressway section through Bien Hoa city.
Regarding resettlement for people, the Deputy Prime Minister reiterated the Party and State's policy that "new residences must be equal to or better than the old residences" so that people can settle down and find work. Infrastructure systems such as electricity, roads, schools and stations must be built synchronously and promptly to serve people when they move to new residences.
"Dong Nai has committed to doing its best to implement the plan. Difficulties in materials for filling soil and rock must also be implemented in parallel. The locality has actively taken action. If any investor or contractor is slow to mobilize human resources and equipment, it must be handled according to regulations," the Deputy Prime Minister clearly stated.
